ENERBUILD-Project PASSIVHAUSWOHNEN³ Facility management for private dwellings – the key to optimisation of energy and operation costs ENERBUILD Final Meeting | 23. April 2012 The project was realised within the scope of “ENERGIE DER ZUKUNFT” Programme. The programme was carried out by Austrian Research Promotion Agency (FFG) on behalf of Federal Ministry for Transport, Innovation and Technology and Federal Ministry of Economics and Labour.

Initial interests at the project launch in 2008 Concerning the new EU-Building Regulations and the influence on housing subsidies: What kind of challenges will a building contractor meet during its first multi-storey residential building construction in accordance to Passive House quality standard? What kind of marketing potential incorporates the Passive House standard? The cost reduction potential for Passive House standard is in energy costs for space heating and DHW; this corresponds only to 20 – 25 % of operating costs for standard residential buildings. The remaining approx. 80% of operation costs can not be influenced by Passive House standard. What are the possibilities for the developer to influence the total operating costs of housing estate concerning the Passive House relevant criteria?

3) Recommendation catalogue – specifically for developers (for details see the research report: p ) Warranty Concerning large-scale Passive House projects the highest importance must be given to professional quality and risk management as well as energy-efficient construction planning principles („integrated planning“). Requirements for Passive House standard Energy-efficient design and building services experts stress that despite the limited heating load and primary energy values a considerable tolerance range exists. Process optimisation The integration of entire property development team in the Passive House project leads to successful results in processes concerning planning and sales (“training”). Research demand Systematic involvement of private residential housing developers in the research projects of large-scale housing estates and low-threshold transferring of the research results („innovation assistants “ in time and on-site operation).

3) Recommendation catalogue – relevant for residential building contractors, energy institute and housing subsidies Development of thermal bridge catalogue for multi-storey passive houses Preparation of meaningful cost grid for multi-storey passive houses Information and training availability for three passive house optimisation measures – Space Heat Demand, Primary Energy Demand and CO 2 Emission Implementation of the new housing subsidy instruments for self-motivated energy efficient conducts in consideration of developer and user interests Summarised presentation, for more details see the research report: p

4) Follow-up project – taking part in ENERBUILD research project presenting indoor climate and consumption measurement results for a PH housing estate 6 housing units in a Passive House residential estate Gartenpark were provided with measuring tools within the scope of ENERBUILD project. An objective of Hefel Wohnbau as in research involved residential building contractor: Hefel expects objective measurement results associated with operation cost guarantee and the Passive House standard (functionality, attainment of PH standard 15 KWh/(m²a)) as well as Benchmarks for each of 6 housing units that were not provided with measuring units within the scope of ENERBUILD.

Measuring concept Registering of the following values in each apartment: Room temperature, relative humidity in the apartment, CO 2 concentration in the air, operation mode of ventilation. Registering of the following consumption values for each apartment: Total heating energy i.e. for space heating and DHW heating, for DHW heating separately, electricity consumption, warm water consumption. The data is periodically (every 10 min) retrieved from the apartment and saved in the central database. The apartment owners are not affected in any way as the data collection process is fully automatic, there are no visible installations and the data is transferred using a network cable. Therefore is also no disturbance caused to a wireless systems.

Extract from survey results – “User expectations from Passive House”  The expectations of owners and tenants do not significantly differ from case to case.  The attitude towards fulfilment of expectations concerning comfort, satisfactory level with ventilation system and the quality of life in Passive House is overall positive.  The expectable operation costs are estimated significantly lower.  The often discussed and quoted window ventilation problems do not appear, although particularly asked about.  There is the biggest scepticism concerning expectable noise level from ventilation system.  It is difficult for respondents to assess the room temperature in summer.  Concerning one‘s cost consciousness the “considerably economical” and “less economical” are kept in balance.

Extract from the first survey results – “User expectations from Passive House” The following statements made by residents in the interview are significant for developers:  The Passive House standard was the decision criteria only for 3 respondents, thus it is not truly relevant for sales or lease. The main decision criteria was operation cost guarantee and location.  The knowledge of residents about Passive House characteristics (pros and cons) was either distinct or very limited prior the lease or purchase of apartment. Therefore, the user informing programme (user handbook, Passive House presentations) developed by Hefel in the scope of PASSIVHAUSWOHNEN³ is acknowledged among all respondents and/or found useful to broaden the knowledge.
