Why Joint Programming Initiatives? The European Commission (2008) aims to pool national research efforts in order to make better use of Europe's precious public R&D resources to address major societal challenges in the most effective way to strengthen European competitiveness

What is the issue for Cultural Heritage? Europe has lost much of its cultural heritage as a result of wars, negligence, robberies and vandalism, natural catastrophes, pollution, urbanisation and environmental phenomena like climate change. National research programmes are not enough to preserve Europe’s cultural heritage. An EU-wide coordinated effort is urgently needed.

JPI’s are structured strategic processes consisting of: Vision Document - contains the policy context, the objectives, the state of the art and early indications of broad research priorities. Strategic Research Agenda – outlines the priority research areas to be developed, the objectives, the outcomes and the desired impacts. Implementation Plan

JPI Cultural Heritage: is a societal challenge for EC because: most European citizens live in or around cultural heritage with which they identify closely because of the uniqueness and irreplaceable value of historic buildings, collections and sites for their tangible and intangible values we owe present and future generations to protect and conserve as symbols of their culture and history

JPI Cultural Heritage: is a societal challenge for EC because: Economic impact tourism industry generates an estimated annual revenue of EUR 335 billion, and many of the 9 million jobs in the tourism sector are linked to heritage directly or indirectly. EU Tourism industry generates 4% of EU GDP and indirectly the 11% EU GDP. EU Tourism industry generates 4% of EU GDP and indirectly the 11% EU GDP. The market for conservation of this heritage is estimated at some EUR 5 billion per year. This JPl contributes to European competitiveness: EU can export in the world added value

JPI Cultural Heritage: is a societal challenge for EC because: Environmental impact The benefits of re-use as embodied by cultural heritage are numerous: re-use of cultural heritage locks in more carbon and embodied energy. JPI Cultural Heritage: is a societal challenge for EC because: Social and cultural impact The cultural heritage of the European Union is the memory of its society: essential to a shared European identification. Adaptive reuse of the heritage resources can provide a sense of stability and a sense of continuity for people and societies.

JPI CH main task 2012: WP2. Development and elaboration of the European Strategic Research Agenda: -collect input of member states via National Consultation Panels -a Common Framework Template is provided to identify research areas, research gaps and prioritize needs

National Consultation Panel Belgium (NCP) Every member state has been asked to organize a National Consultation Panel to ensure that information on research gaps and needs is gathered effectively and to ensure that the resulting Strategic Research Agenda is thorough and comprehensive. It is expected that the panel will have members drawn from a range of organisations such as universities, museums, archives, libraries, funding bodies and heritage agencies in Belgium. Representatives of JPI CH Belgium launched “Call for expressions of interest (12/2011 till 01/2012)” Call was concluded successfully!

Belgian input for EU Stategic Research Agenda: National Consultation Panel Belgium consists of 22 members to ensure equal spread of expertise covering tangible, intangible and digital cultural heritage. The National Consultation Panel are asked to provide their input by April 13: Prioritize 12 research questions and if necessary identify additional gaps The GB and EB team will summarize the input of individual members to work out the Belgian Strategic Research Agenda by May 4 th

Heritage science Need for innovative, multidisciplinary scientific approaches to deal with societal challenges concerning cultural heritage : conservation, engineering, technology, chemistry, earth sciences, conservation sciences, art history, history, antropology, economy, archaeology, urbanism, planning, religion sciences, sociology,… Collaboration, associations of excellent researchers to deal with challenges and to respond to or formulate calls on EU level

JPI is not a funding instrument but possibility for Era-Net Plus Project Proposed to Work programme Committee Environment (January 2012) parallel to the JPI CH reducing the risk of fragmentation and duplication reinforce the implementation of Strategic Research Agenda build on the success of NET-HERITAGE
