USDA Rural Development Utilities Programs  Telecommuni- cations Program (1949)  Electric Program (1935)  Water and Environmental Programs (1937)

USDA Rural Development Utilities Programs History The USDA Rural Development utilities programs of today evolved from the Rural Electrification Administration (REA) formed as part of the Federal Government’s “New Deal” programs during the Great Depression, designed to help the neediest in America…

Rural America Before Federal Programs Labor intensive way of life

Rural America Before Federal Programs Health and financial concerns were major issue

Rural America Before Federal Programs Private utilities were unwilling to serve rural areas No industry or large loads for electric, telephone, or sanitary water service in rural areas. Low return on investment due to low population density.

Rural America Before Federal Programs Impediments to service: Cost of basic service often exceeded farmer’s annual income; Telephone mutual companies lacked capital and expertise; No sources to finance construction of new facilities.

Did you know that an ENTIRE community can be built with funding from ONE Agency? Let us SHOW you what WE CAN DO! “How can this be possible?”

Street improvements are financed through our Community Facility Programs. Communities of less than 20,000 are eligible for this program.

The elevated water tower is financed through our Community Programs. Terms: 10,20,30, or 40 years Security: Notes / Bonds Interest Rate: 4.5% Also Water and Waste projects can be financed as part of our Utilities Programs

Funding for the Courthouse was obtained through our Community Facility Program. Terms: 10,20,30 up to 40 years Interest Rate: 4.5% Security: Notes / Bonds

Every community needs a great place to eat. This Chinese restaurant was financed through our B&I program. This is a guaranteed loan with a local bank. Maximum loan amount: $25 million

Funding for this public library was financed through our Community Facility program

These businesses were financed with our B & I program. Local lenders play a vital role in this program. B&I loans are available to population areas of less than 50,000

This ambulance can be financed with our Community Facility or B&I Programs, depending on the organizational structure of the applicant.

The Fire truck was financed through our Community Facility Program

Meeting a community’s health care needs is essential for every community. This hospital was financed through our Community Facility Program.

This Coop received a $250,000 grant through the Value-Added Program.

These energy windmills produce Renewable Energy and are financed through our Renewable Energy/Energy Efficiency Improvement Grants.

Keeping cars clean is easy with this modern car wash financed with our B&I program.

The Rural Utilities Service under the USDA Rural Development umbrella made this satellite possible. Other possible funding can be used for Distance Learning Telecommunications, Telemedicine, and Broadband services for rural communities.

This public safety building houses the EMS, Fire Dept. and the Police Dept. This was made possible through our Community Facility Program.

Here is another example of what can be financed through our B&I program. This hotel was a welcomed addition to its community. B&I interest rates are set by the local lender.

These beautiful homes were financed through our Single Family Housing Programs. Anyone who falls under the published income limits and meets other eligibility criteria can qualify. Present interest rate is for 33 years. This program requires NO DOWN PAYMENT! Borrowers can also qualify for payment subsidies which further reduce their monthly house payment. This Program is open to very low and low income applicants. For those who do not qualify due to higher income may be eligible for our Guaranteed Housing Program.

This public school was financed through our Community Facility Program. Private or Charter schools may be financed through our B&I Program.

Our Multi-Family Housing Program financed these apartments. Apartments serve a vital role in communities. Look for the annual Notice of Funds Availability.

Funding for this airplane or airport can be obtained through our B&I Program or through our Community Facility Program.

It takes a partnership of willing community leaders, residents, bankers, visionaries AND USDA Rural Development to revitalize our rural communities. The possibilities are endless. Dr. Gary Bojes (202)
