Principals’ Council Meetings May 2013

 Given feedback from multiple stakeholders and after much deliberation, PDE has made the determination to classify individuals working under instructional certifications who do not provide direct instruction to students as non-teaching professionals as defined in Act 82.  Given that they are working under an instructional certification they will be evaluated utilizing the Framework for Teaching. However, the observation component will constitute 80% and the multiple measures component will be 20% of professional’s evaluation. Additionally, they will not be evaluated under Act 82 till the fall of 2014.

DRAFT (4/15/13)

 The survey is being developed and as soon as that work is completed, Phase II participants will be sent an asking for their feedback. The survey will consist of Likert formated questions and open-ended questions.  Survey Monkey will be used to collect the responses.

 addresses are being collected so that the surveys can be sent to obtain additional feedback on the Principal Effectiveness framework and process.  We added a field to the data collection instrument website to collect the administrator’s address. As a reminder, the principal data collection instrument can be found at:  PaTTAN will send out survey links on a rolling basis as evaluations are completed (in batches every 2 weeks after May 1).

 Each resource will be included as part of the IU refresher training.  Updates to process/requirements for Phase III.  Systems graphic representing the process.  Evidence Documents  Revised to represent evidence, rather than process.  Includes examples of evidence, NOT requirements.  The actual evidence that is provided is determined locally. Evidence is not to be sent to PDE.  Provide additional examples for specific roles (e.g. CTC Directors).

 Connectedness (Conversation) documents  The documents will be provided to spur some thoughts as to the individual conversations that occur between a principal/teacher and supervising administrator/principal.  The actual conversations that occur should be determined locally.  It is not mandatory to use these questions, nor should they be viewed as a “checklist” to be followed.  They are provided solely as a resource.

 Framework Updates ◦ Inclusion of an additional component 2g: Ensures a High Quality, High Performing Staff  The school leader establishes, supports and effectively manages processes and systems which ensure a high quality, high performing staff. ◦ Other updates based upon Survey Monkey Feedback.

 August 1 – October 25  Turn-Around Training  November 1, 2013 – June 30, 2014  Proposed Phase III Timeline  Those trained and ready to begin the process are encouraged to start earlier
