GAI Consultants, Inc | D/W Acquisition & Relocation Consultant Services | 4 GAI’s Approach to the Project (Cont’d) + When a Letter of Authorization is issued, GAI will: – Meet with D1 to precisely understand task assignment and schedule – Confirm with D1 the staff to complete the work – Establish a QA/QC Plan detailing which tools will be used, when reviews will be conducted, and how results will be documented – Fully inform staff and Subconsultants of D1 expectations for work – Review project history, read all reports, gather additional information – Have weekly staff meetings to monitor progress and coordination – Report progress each week to D1 Project Manager – Evaluate performance and seek opportunities for improvement

GAI Consultants, Inc | D/W Acquisition & Relocation Consultant Services | 5 GAI’s Understanding of the Scope + This is a task assignment contract with no guaranteed assignments + Letters of Authorization will be given by D1 on an as-needed basis + GAI will work closely with other firms under contract to D1 + All work must comply with all state and federal laws, rules and procedures + Accurate and complete working files must be maintained + All decisions and strategies must be approved by D1’s Project Manager + All staff working on assignments must attend meditation or testify in court if requested

GAI Consultants, Inc | D/W Acquisition & Relocation Consultant Services | 6 GAI’s Understanding of the Scope (Cont’d) Acquisition Services: + Negotiations: – Review title information, R/W maps and construction plans – Notification letters for D1 mailing – Contact owners pre-negotiation, confirm information and answer questions – Prepare first offers for legal review – Make offers and negotiate – Document all contacts – Clear encroachments + Business Damage Reports: – Determine eligibility – Visit each business – Interview owner – Prepare Business Damage Estimate Report – Other consultation services
