33 Requirement  9 NOV 2006 DPAP Memorandum  Requires Commanders of Combatant Commands to ensure their Contracting Office(s) maintain a webpage listing of all prevailing regulations, polices, requirements, host nation laws, Orders/FRAGOs, GCC directives, unique clauses and other considerations necessary for soliciting and awarding a contract for performance in or delivery to that GCC’s AOR  DFARS PGI , “Solicitation and Award of Contracts for Performance in a Foreign Country or Delivery to any Unified Combatant Command Theater of Operations”  Requires solicitations and contracts address host country and operation area performance considerations  References DPAP website which links to GCC webpages  Provides a checklist for contracting officers to use and retain in the contract file

99 Conclusion  We need a reliable way to get current AOR unique information out to those who will be awarding, performing or overseeing the execution of contracted support in a GCC’s AOR  The concept presented is likely an interim solution and will evolve over time  Failure to provide such information may:  Affect the ability of the contractor to execute the contract  Result in unplanned support burdens being placed on the government  Result in violations of GCC/JFC directives or HN laws
