Labour Mobility Working Group of the Canadian Counselling and Psychotherapy Association HRSDCCCPA Survey Process

January – October 2009 The Project Working Group (PWG) –A committee of volunteers who act as stewards for each province and the north –Conducted a comprehensive review and comparison of definitions and scopes of practice already in use in Canada, the US and internationally –Developed a 3-page summary

November 2009 Presented 3-page summary of findings of research into Scopes of Practice, Definitions, Codes of Ethics and Standards of Practice at Symposium 2009 Reviewed and discussed at Symposium 2009 (participants from each province and the north) Summaries were distributed as reading for Symposium 2011(see Symposium package)

March – April 2010 Completed tasks resulting from Symposium 2009 –Research to identify national and provincial counselling and counselling-related organizations in Canada. Submitted proposal to HRSDC for next phase of work Received approval from HRSDC in April 2010 Proposal Tasks included: National Definition Scope of Practice Common Titles

June 2010 PWG met June 27-28, 2010 to begin development work based on research –Research identified common ground: Examples of the counselling and counselling- related attributes that could be included/excluded from a national definition and scope of practice that amalgamated commonalities into a single statement Common understanding of the use of the Titles, Definitions and Scope of Practice

June 2010 PWG agreed that to honour the input from the previous Symposium and to be consistent with the research the following actions would be taken: –Who we are, Who we serve, and What we do, should be the key elements of the definition. –The definition would be completed first. –Cannot claim a scope of practice that is our own, rather social policy in Canada lends itself to overlapping scopes of practice. –Needs to be evident that this profession is different from that of a Psychologist, Psychiatrist or medical doctor. –The definition will first be written for bureaucrats. –May need another plain language version for the public. –Need to focus on defining the core and defining the areas of overlap. –There has to be accountability in the scope of practice in terms of competencies. –Need to test the definition from different lenses.

June 2010 Development Process –The PWG split into two groups. –One group worked on the Titles, Definition and Scope of Practice. –The other group worked on the survey items. –Each group then presented their work for revision and critique to the full PWG.

July – August 2010 Definition, Scope of Practice reviewed and revised by the PWG. The PWG created a national survey instrument to validate the definition, and scope of practice that had been created Survey elements were reviewed and revised by the full PWG The survey instrument was translated and verified as equivalent in both official languages Notification of intent to survey sent several weeks before the survey to over 140 organizations

September – October 2010 Survey distributed September 15, –Available in English and French –Available online and paper-pencil Several reminders sent out to organizations Survey closed on October 29, 2010

November 2010 Dr. Todd Milford (Ph.D. in Measurement and Evaluation), adjunct professor in the Department of Educational Psychology and Leadership at the University of Victoria was engaged to analyze the data. A co-chair of the PWG, Dr. Blythe Shepard, met with Dr. Milford three times face-to-face in early November 2010 to conduct familiarization and first level analysis of the data. Asub-committee of the PWG met in Ottawa on November 22 and 23, 2010 to review the complete quantitative dataset (English and French), to conduct a gap analysis, and to consider qualitative data.

December 2010 – March 2011 Further analysis of the data was conducted by Dr. Milford. PWG met January 29-30, 2011 to –review final data analysis –prepare summary report –create information sheets and presentation slides for stewards attending the 2011 Symposium Presentation at the 2011 Symposium
