Blaenau Gwent and Caerphilly Integration February 2013 Update

Workforce Development Progress to date Implementation date 1 April 2012 Interim Team Structure Joint Working Pooled budget and joint grant application One Point of contact Event Finder for course bookings Service Reviews carried out Draft Service Review Reports produced Ongoing feedback and consultation.

Service Reviews Nine Service Areas Reviewed –QCF Vocational Qualifications –Delivery of Training –Provision of Manual Handling Training –Commissioning of Training –Social Care Partnership –Social Work Degree –Post Qualifying Training –Policies and Procedures –Systems and Processes.

Purpose of Service Reviews To look at how services are provided at present Determine what the demand will be for those services in the future including any new legislation and/or priorities Set out what the future services need to provide Recommend how the services can be provided in the future and resources needed, ensuring that they meet the 4 Es: (Effectiveness, Efficiency, Economically, and Equality).

Key Findings of Service Reviews Need to develop systems that can cope with the requirements of two Local Authorities and one Joint Partnership as well Welsh Government reporting Training needs to be of a high quality and to support the development of staff across the whole sector QCF provision to focus on working towards all staff achieving the relevant qualification and supporting the whole sector to also work towards that goal.

More Findings from Reviews Provision to be made for the implementation of the CPEL framework Some processes and procedures will have to remain separate until full integration of operational services Service provision is joint and needs to be planned accordingly avoiding any duplication and maximising resources and looking at alternative, more effective ways of delivering a service.

Next Steps? Complete feedback and consultation process Finalise reports and develop a summary report with a new joint service specification Develop a new permanent team structure and role definition Obtain approval for the new service Implement new structure Develop systems and implement service areas requirements Fully integrated team and celebrate success.

Any Questions?
