THE COMPANY SIC1 is a public society of the Municipality of Chiaravalle. The society was born on 25th October 2005 with the purpose of joining public administrations and private companies through agreements of partnership with a system of public selection. 20 projects are in phase of development, 8 of them are running. Since 2 years from its constitution, SIC1 Srl has obtained the following results: 84 municipalities involved 58 partnerships with national and local companies 8 running projects euros of profit 10 new people working in our structure Break Even realized with a 1,5 year in advance Credit balance

THE A9 MODEL The A9 model aim is to join local municipalities and private companies with the purpose of suppling the associated municipalities with a range of services, mainly in the field of information tecnologies. Each project, realized following this model, must: solve at least one critical factor; satisfy each actors involved and find solutions to public authorities within themselves (instrumental project) or in their relationship with citizens and companies; be immediately applied and give guarantee of time continuity in its natural technologic development; be replicated at the same conditions everywhere; be easily understandable and so supported with explicative and descriptive material; be communicated and spread easily at its target using an appropriate language and a right approach.

THE A9 MODEL The Aggregation within Municipalities The aggregation is essential. It has two features: the sharing of the project the municipalities should learn about projects and only if they think of an efficacy, they can accept to take part and share the concrete method of application. Active role of municipalities As a consequence of this, the municipalities involved become active ones, because of their institutional aim to promote the project within and out their territory.

THE A9 MODEL Aggregation within Companies It represents a very important novelty. We refer not merely to a single company, but to a pool of national and international ones. Each company, which takes part in this system, has a great variety of products and solutions to offer. Among them, there are the best ones in terms of quality. To each aggregated company Sic1 asks for offering its best product (the token) at exclusive costs and conditions within a very concrete project and for a great number of customers identified in the chosen target (the aggregated municipalities and their citizens).

THE A9 MODEL Collected tokens Each token defined with each single company is collected with those of other ones. In this way Sic1 creates an aggregation of useful solutions necessary to compose the project. The project in itself has a character of excellence and uniqueness which is impossible to achieve in any other context and situation in the national area.
