Olsztyn tram link)  Support at feasibility stage  Improving ToRs for feasibility / other work (eg.  Review of CBA, financial analysis, EIA, procurement planning (eg. Sofia / Budapest Metro)  Advice on options analysis and testing (eg. Poland Tri-City suburban rail)  Funding feasibility studies or fill-in work on particular topics (eg. 6 Prague Metro Extension of Line A Project: Extension of line A: 4.5 km with 3 stations Scope: Urban Subway System JASPERS Role: to be confirmed for Action Plan 2008: Review of Feasibility Study, CBA, EIA, Grant Application. Could include if requested: Recommendations regarding technical and economical parameters

7 Hungary: Szeged Tram and Trolleybus Project: New and modernised tram and trolleybus lines; new trams and trolleybus rolling stock; traffic management; information systems; B&R (total cost 100 M €) Scope: Integrated Public Transport System JASPERS Role: Support through whole preparation process; review of all project documentation. Application to be submitted shortly

8 Budapest Metro Line 4 Project: New metro line 4, Phase I: 7.3 km, 10 stations (1,2 bn €), Phase II: 4 km, 4 stations - Construction of line + connecting developments (1,9 bn € total cost-estimate) Scope: Urban Subway System JASPERS Role, as defined in 2007 JASPERS Action Plan: Review of Grant Application and its annexes (FS, CBA, EIA) and recommendations regarding the implementation and management of the project Application to be submitted shortly

9 Poland: Lublin Bus and Trolleybus Project: Major upgrade and extension of Lublin trolleybus and bus system 42 km of new lines (90 M €) Scope: 100 new Busses, 70 new trolleybus rolling stock, new and upgraded power systems and cabling, depots, JASPERS Role: Funding feasibility study, EIA, application; resolve state aid questions; preparation of PSC, application

10 Poland: Warsaw Metro Line 2 Project: Construction of new metro line (central section, 6.5 km, 7 stations) (total cost 800 M €) Scope: Metro infrastructure JASPERS Role: Review of draft feasibility study, refine ToRs for further work, review EIA, review draft application Submission of application planned 4/2008

11 Bulgaria: Sofia Metro Project: Construction of metro line 2: 6.5 km and 7 stations (185 M €, without VAT and cars) Scope: Urban Subway System JASPERS Role: Advice on phasing; review of draft feasibility study, EIA, application; close cooperation with City / Sofia Metro / consultants / Ministry of Transport Draft application completed

12 Nicosia Public Transport Enhancement Project: Integrated Mobility Master Plan and Pilot Implementation (Total cost of 50 M € - to be financed by ERDF Funds) Scope: Integrated Urban Public Transport System JASPERS Role: Preparation of ToRs for: Integrated Mobility Master Plan Study Support to Project Management Unit to prepare regional transport project for bus stops, ticketing, electronic information system and to establish PSC (framework contract financed by JASPERS) Follow-up by JASPERS Application beginning of 2009

13 Poland: Horizontal Support  State Aid in Rolling Stock  Issue affects rail and urban rolling stock under 3 OPs  JASPERS approach – rolling stock can be grant funded if set in framework of PSO Regulation  Implications – need to develop a public service contract; consider tender or direct award of service  Output: JASPERS guideline under preparation  CBA in Urban Transport  Ministry wishes to issue guidelines to support project preparation  Consistency with EU regulations and Working Document 4 critical  JASPERS preparing the “Blue Book” volume for urban transport with specific guidance

14 Key Issues from Ongoing Support  State aid issues – how can rolling stock be funded?  Eligibility issues – What counts as public transport?  Nature of the beneficiary – operator or city?  Options analysis – comparing routes, modes  CBA – making the analysis credible  Grant co-financing rate – applying Article 55 (revenue generating projects)  Risk assessment – how to present it in the application?  Institutional arrangements – the need for a Public Transport Authority? - Should there be a tender for the operator?  Contractual Arrangements – Public Service Contract?
