American Recovery & Reinvestment Act (ARRA) also known as “The 2009 Federal Stimulus Package” What does it mean for Appoquinimink students? August 11, 2009 Presentation

 What’s in it for Appoquinimink?  Long story, short  ASD will receive $1,853,943 that we would not have received if not for the Stimulus program. We have relatively little flexibility with this money.  ASD will receive approximately $5.5 million (over two years) to backfill State funding that has been cut. We could have more flexibility (and way more oversight) if we didn’t go with the State backfill plan Federal Stimulus Package

 What’s the catch?  A lot more reporting has to be done by ASD Finance to the state/federal governments  Increased transparency and possibly more auditing  We’re encouraged to spend it quickly to “stimulate” the economy  Expectation of job creation, or at least job preservation (meaning even more reporting)  Supplement, not supplant still in effect for the IDEA funds  This is one-time money 2009 Federal Stimulus Package

 State Fiscal Stabilization Funds (SFSF)  $53.6 billion in fiscal relief for states  Delaware receives $134.8 million  Of this $110.3 million must be used for public and higher education  Appoquinimink is receiving $2.7 million now and should receive a similar amount next fiscal year 2009 Federal Stimulus Package

 Non-flexible ARRA funds  Nutrition equipment: We submitted a proposal for this competitive fund and have been awarded $10, toward a new hot serving counter at Meredith MS.  Homeless: Distribution of this fund is formula based, and the amounts per district are relatively small.  Title I: Appoquinimink’s poverty level did not meet the threshold, so we will not receive ARRA Title I funding Federal Stimulus Package

 IDEA (Individuals with Disabilities Act)  ARRA is over and above the regular IDEA B and IDEA B Preschool allocations  IDEA B Preschool: We receive approximately $179,000 per year in this area.  ARRA will provide an additional one-time grant of $211,275 (two disbursements of 50% each)  IDEA B: we receive approximately $1.2M per year in this area.  ARRA will provide an additional one-time grant of $1,632,485 (two disbursements of 50% each) 2009 Federal Stimulus Package
