Army G-3/5/7 AMERICA’S ARMY: THE STRENGTH OF THE NATION UNCLASS/FOUO Purpose The purpose of this briefing is to provide an update on the 2009 revision of AR Units will begin reporting on a single METL in the USR effective 15 December 2009.

Army G-3/5/7 AMERICA’S ARMY: THE STRENGTH OF THE NATION UNCLASS/FOUO AR is: –Authoritative policy for readiness reporting IAW Congressional, OSD, Joint Staff, and Army readiness reporting requirements. –Unifies Army unique and externally directed readiness and information reporting requirements into a single report. AR is not: –Proponent for Standardizing METL. Standardized METL is a CSA/TRADOC initiative. –Proponent for specific deployability criteria or for manning and equipping requirements. –ARFORGEN synchronization mechanism C-Levels are: –Assessments based on the status of resources available and training conducted in the unit measured against its wartime/designed capabilities. –Army units are designed to possess capabilities across the spectrum of conflict – C- Ratings represent this. C-Levels are not: –An assessment of capabilities for only a portion of the spectrum of the conflict. –A comparison of unit capabilities over time (organizational documents, i.e. MTOEs change on a routine basis). –METL assessments. METL assessment support the training level determination. Don’t push complex analysis to unit commanders. AR sets the reporting requirements (input) and the DRRS-Army system facilitates analysis (output). What Readiness Reporting is and is not POLICY READINESS LEVELS

A-Level (feeds JS PCTEF data requirement) How well a unit is resourced and trained measured against the “assigned mission” requirements of the unit. Commanders Unit Status Report (CUSR) Commanders always report this assessment monthly CORE/DESIGNED MISSION READINESS ASSIGNED MISSION READINESS Fulfills Existing Joint Staff Requirements (supports Congressional Oversight, Chairman’s Risk Assessment, and other COCOM oriented assessments) Fulfills Existing Joint Staff Requirements (supports Congressional Oversight, Chairman’s Risk Assessment, and other COCOM oriented assessments) Personnel Equipment on Hand Equipment Serviceability Training Single METL Training Single METL Assigned Mission Manning Assigned Mission Equipping Army Only Changes in AR Revision A-Level Reporting Trigger. Commanders report A-Level when one condition is met: 1.When mission is assigned or when directed. 2.When the focus of training is the deployed mission environment. 3.Beginning at LAD minus 180 days FY 09 Revision is the 5 th update to Army readiness reporting since One Report contains both designed and assigned mission assessments Core Functions = MTOE/TDA Commanders report this assessment when assigned a mission IAW Trigger criteria. THE USR IS ONE REPORT
