Research and Innovation: what are we talking about? Research: creating new knowledge Innovation: translating into practice new ideas – coming from research or from the ground – and new knowledge Nell'ultima riforma si è inteso affrontare il punto centrale della relazione tra Ricerca, Innovazione e attuazione degli interventi di sviluppo rurale. In Europa, è esistito in passato, e persiste tuttora, un'esigenza di un legame operativo più stretto tra il mondo della ricerca ed il trasferimento dell'innovazione nei territori rurali, nelle economie rurali ed in particolare nel settore agricolo ed agroalimentare. Come rispondere a questa sfida? In primo luogo, costruendo una solida struttura che metta insieme in maniera intelligente le diverse politiche e i diversi strumenti dell'UE, per avere un impatto globale rilevante sulle nostre aree rurali e sull'economia agricola. In secondo luogo, ampiando gli strumenti esistenti e introducendone di nuovi. In questo senso i partenariati per l'innovazione, che sono stati lanciati già prima di quest'ultima riforma, vanno in questa direzione. Ma con la riforma della politica di sviluppo rurale, ricerca, innovazione e azioni di sviluppo rurale sono state inserite in una sequenza funzionale ben strutturata. Ed è bene ricordare che ricerca e innovazione sono processi distinti: La ricerca consiste nel creare nuova conoscenza. L'innovazione consiste nel tradurre nuove conoscenze o nuove idee nate dalla ricerca o dall'esperienza sul terreno. Ma tradurre, trasformare in cosa? In nuovi prodotti, in servizi per il mercato, in nuovi processi e modi di lavorare che rendono le attività svolte più efficienti. Insomma, un'innovazione è tale solo se produce risultati operativi tangibili. Concrete new products or services delivered to the market New ways of working 7 7 7

Research and Innovation: 3 main interlinked frameworks Networks Come ho accennato, la relazione tra ricerca, innovazione e sviluppo rurale è stata ridefinita in una struttura organica e funzionale capace di assicurare un processo senza soluzione di continuità. Il nuovo sistema si avvale di: Una componente di natura più teorica e investigativa di ricerca scientifica che si svilupperà attraverso Orizzonte 2020 ed in particolare nell'ambito della "sfida della società" numero 2, che è relativa a sicurezza alimentare, agricoltura e silvicoltura sostenibili, ricerca marina e bioeconomia; Una piattaforma interattiva di scambio e promozione della conoscenza destinata ad agire da catalizzatore – il Partenariato Europeo per l'Innovazione; E uno strumento operativo- attuativo – costituito dalle misure di sviluppo rurale. In questa sequenza logica, i punti di congiunzione e di articolazione tra i vari interventi necessari per rafforzare ulteriormente i legami tra queste tre dimensioni, sono costituite dalle Reti che accompagnano le azioni e che sono stabilite in funzione di diverse finalità. 8 8 8

Means for Implementing the EIP – AGRI 1. Rural Development Policy: Focus groups / Setting up "operational groups" (key entities of the EIP AGRI) Pilot projects / innovation support services / investments / knowledge transfer / networking / cooperation, ... Implemented via Member States and/or regions. 2. European Union Research Policy (Horizon 2020) Funding research projects, also involving on-farm experiments, to enhance the knowledge base for innovation Interactive formats such as multi-actor projects and thematic networks Implemented at EU level (at least 3 MS or associated countries). 3. Rural Development Policy Making the links Rural Development Policy Horizon 2020 Innovation-related rural development measures Setting up operational groups on innovation projects Project funding for activities of operational groups Supporting innovation support services Research projects (calls) New interactive innovation formats (multi-actor projects and thematic networks) Entriamo un po' più nel dettaglio: Nel quadro della politica di sviluppo rurale, le misure disponibili nel periodo 2014-2020 costituiscono un ricco insieme di possibilità per l’innovazione: Trasferimento di conoscenze e informazione, consiglio, investimenti, sviluppo delle aziende; Supporto specifico per i gruppi operativi e i loro progetti; Supporto per i servizi di supporto all’innovazione, che vanno dall’animazione, al network, fino ad arrivare al brokeraggio. Nel quadro di Orizzonte 2020, un primo congiunto di azioni è costituito dai "classici" progetti di ricerca, che pero includono anche la fase pilota – per esempio, sperimentazioni pratiche nelle aziende agricole. Tali progetti sono destinati a fornire la base di conoscenze necessaria per attuare azioni innovative. Ma una grande novità del periodo di 2014-2020 sono i nuovi formats di interazione, che saranno strumentali soprattutto per il PEI: I progetti multi-attori consistono nell'associazione, per l’intera vita del progetto di ricerca, di tutte le parti interessate, dal ricercatore scientifico all'agricoltore, includendo tutti gli altri attori della filiera. Il coinvolgimento fin dalle prime fasi di tutti gli operatori – "all along the project", diremmo in inglese, potrà portare a una maggiore efficacia nella definizione degli ambiti di ricerca e sperimentazione, nella pianificazione e nella diffusione dei risultati. Inoltre, Orizzonte 2020 prevede la possibilità di creare "reti tematiche" di gruppi o individui interessati da uno specifico tema. Queste reti mirano a favorire lo scambio di conoscenze in tutta l'UE: hanno infatti lo scopo di raccogliere le attuali conoscenze scientifiche e le migliori pratiche in atto sul tema prescelto, e quindi di sviluppare materiali informativi sui risultati che siano facilmente accessibili e comprensibili agli utenti finali. Il PEI, in quanto piattaforma interattiva di scambio, dovrà garantire un’intermediazione tra le misure e i gruppi costituiti nell’ambito della politica di sviluppo rurale, e le iniziative e i consorzi di ricerca di Orizzonte 2020. Questi strumenti sono complementari in termini di obiettivi, dimensione geografica e gruppi di riferimento, e si rafforzano reciprocamente. Il coordinamento non sarà semplice ed è per questo che nella mia Direzione abbiamo creato una nuova struttura che riunisce le responsabilità legate all'attuazione di Orizzonte 2020 ed il compito di far funzionare correttamente il sistema PEI! Inoltre, abbiamo recentemente dato incarico all’agenzia esecutiva REA di occuparsi, sotto l’egida della DG AGRI, della valutazione e della gestione dei progetti finanziati da Orizzonte 2020. La Commissione europea crede molto nel nuovo approccio, vuole investire in questa nuova impresa che probabilmente si convertirà nella parte più difficile ma anche più ricca della politica di sviluppo rurale. Noi invitiamo tutti gli attori negli Stati Membri ad associarsi in questo sforzo collettivo, in questo ambizioso progetto che può cambiare il futuro ! Voi siete benvenuti in questa azione! 4
