A DLLR WIOA Transition Workgroup: American Job Center Operations and Partnerships April 21, 2015

WIOA emphasizes coordination and collaboration to ensure a streamlined and coordinated service delivery system for all job-seekers, including those with disabilities and barriers to employment, and for employers.

Key Components of WIOA Aligns Goals and Increases Accountability and Information for Job Seekers and the Public Aligns Goals and Increases Accountability and Information for Job Seekers and the Public: WIOA aligns the performance indicators for core programs, and adds new ones related to services to employers and postsecondary credential attainment. Fosters Regional Collaboration to Meet the Needs of Regional Economies Fosters Regional Collaboration to Meet the Needs of Regional Economies: WIOA requires states to identify economic regions within their state, and local areas are to coordinate planning and service delivery on a regional basis. Supports Access to Services Supports Access to Services: To make services easier to access, the WIOA requires co-location of the Wagner-Peyser Employment Service in AJCs and adds the Temporary Assistance for Needy Families program as a mandatory partner (at Governor’s Discretion) Improves Services to Individuals with Disabilities Improves Services to Individuals with Disabilities WIOA increases individuals with disabilities access to high-quality workforce services to prepare them for competitive integrated employment

Committees of the AJC Operations and Partnerships DLLR Workgroup 1.Engaging partners and improving cust flow within AJCs 2.How to better serve Unemployment Insurance claimants and hardest to serve customers. 3.Improving the use of technology in the AJCs 4.Development of Memorandums of Understanding (MOU) and Resource Sharing Agreements (RSA), including sharing the infrastructure expenses as outlined in WIOA 5.Staff training needs/opportunities during the transition to WIOA, including relevant board member information 6.Review of Maryland Training Provider List

During the committee breakouts, discuss this question: What is “the IDEAL STATE?” In other words, what aspects or issues should be addressed in your committee that will best serve our jobseekers and businesses?

Next Steps  This afternoon, draft the committee’s Ideal State.  Over the next 4 weeks, review the relevant portions of the NPRMs (“regs”) and develop recommendations and steps needed to move Maryland toward that state.  Submit draft recommendations by May 21 st  Reconvene as the workgroup on June 2 nd. Each committee will share their report & gather feedback.  AJC Workgroup will submit its report through DLLR.  As plans are advanced and finalized, you as individuals, committees or the workgroup, may be asked to serve as subject experts.
