prescription diversion control. Florida’s increasing heroin use should not be attributed to the crackdown on pill mills and reductions in doctor shopping. Without these supply-side strategies, heroin use would have likely increased even more, because prescription opioid abusers constitute the breeding ground for the nation’s heroin epidemic in the 21st Century.
