Types of Priorities  Absolute  Competitive Preference  Invitational Slide 6

Absolute Priority  Under an absolute priority, we consider only applications that meet the priority (34 CFR (c)(3))  An absolute priority establishes eligibility Slide 7

Competitive Preference Priority  Under a competitive preference priority, we give competitive preference to an application by:  (1) awarding additional points, depending on the extent to which the application meets the priority (34 CFR (c)(2)(i)) or  (2) selecting an application that meets the priority over an application of comparable merit that does not meet the priority (34 CFR (c)(2)(ii)) Slide 8

Invitational Priority  Under an invitational priority, we are particularly interested in applications that meet the priority.  However, we do not give an application that meets the priority a preference over other applications (34 CFR (c)(1)). Slide 9

Mandatory Activities  According to 20 USC , programs and activities conducted by the centers shall include six categories or types of activity Slide 10

Permissible Activities  The statute also outlines seven categories or types of permissible activities Slide 11

Meeting the Purpose of the Authorizing Statute (20 points)  How well do the objectives of this application address the purpose of the program as spelled out in the statute? Slide 16

Significance (20 points)  What is the national significance of the proposed project?  What is the importance or magnitude of the results or outcomes likely to be obtained by the proposed project? Slide 17

Quality of Project Design (10 points)  To what extent do the proposed activities include a coherent, sustained program of research and development in the field, including, where appropriate, a substantial addition to an ongoing line of inquiry? Slide 18

Quality of the Management Plan (10 points)  Does the management plan demonstrate that the objectives will be met on time and within budget; does it include clearly defined responsibilities, timelines, and milestones for accomplishing project tasks? Slide 19

Quality of Project Personnel (10 points)  How relevant and appropriate are the qualifications, including relevant training and experience, of the project director or principal investigator?  How relevant and appropriate are the qualifications, including relevant training and experience, of key project personnel?  To what extent does the applicant encourage applications for employment from persons who are members of groups that have traditionally been underrepresented based on race, color, national origin, gender, age, or disability? Slide 20

Adequacy of Resources (10 points)  Are the costs reasonable in relation to the objectives, design, and potential significance of the proposed project?  How adequate is the support from the applicant or applicants? Such support includes, but is not limited to, facilities, equipment, supplies, and other resources. Slide 21

Quality of Project Evaluation (20 points)  How effective is the evaluation plan of the project? Slide 22
