Policies for a flourishing digital economy Leveraging the Internet for growth and innovation e-Infrastructure: Broadband networks are a key enabler of the digital economy and we need to ensure open access. e-Skills/e-Literacy: The Internet requires new skills and we need a ICT skills strategy to accompany key structural changes. e-Security/e-Privacy: As our dependency on the Internet increases so too do our vulnerabilities: trust is vital. e-Content: How do we fill the pipes? Attractive services and applications create demand for high speed networks. 6
