OPERATIONAL EMERGENCY HAZARDOUS MATERIAL PROGRAM

Operational Emergency Hazardous Material Program Background Adds to the Operational Emergency Base Program If the findings of the Hazards Survey indicate the need for further analyses of hazardous materials in an Emergency Planning Hazards Assessment (EPHA), DOE/NNSA sites/facilities and activities must establish and maintain a quantitative EPHA to serve as the technical planning basis to define the provisions of the Hazardous Material Program commensurate with the hazards identified

Provisions of a Hazardous Material Program Provisions address Events that represent a specific threat to workers and the public due to release or potential release of hazardous materials Resources from outside the immediate/affected area or local event scene to supplement the initial response Communication of critical information and time-urgent notification to initiate emergency response actions at locations beyond the event scene Increasing order of severity: Alert – Site Area Emergency – General Emergency

Emergency Planning Hazards Assessment Results Provides a technical basis for emergency planning and preparedness activities Facilitates a graded approach to planning and preparedness Aids in the development of Emergency Action Levels (EALs) Determines if an Operational Emergency Hazardous Material Program is required
