What is the Goal? The goal of the State is to ensure that every student reads at or above grade level by the end of third grade.

Requirements Teachers keep a reading portfolio that includes three components. 1.Evidence of benchmarking and progress monitoring using Mclass Reading 3D assessments 2.Student PEP (Personalized Education Plan) 3.Compilation of 36 proficient reading passages based on third grade standards. 4.This year - the state combined some of the standards to allow the students to master those with the 70% rule. I will let you know those that are combined in a letter.

Requirements At the end of the school year, students take the 3rd grade End-of-Grade (EOG) test in reading. If they do not pass the EOG in reading, the student can use their portfolio to show that they have met the standards. If they did not pass the EOG and the portfolio is not complete, then they have a chance to retest.

What happens after the EOG testing…. If a 3rd grader does not pass the EOG, retest, or alternate assessment, he/she are help to a retained label unless he/she meets 1 of 4 "good cause“ exemptions.

Good Cause Exemptions: 1. Limited English Proficient (LEP) students with less than 2 years of instruction in an English as a Second Language (ESL) Program. 2. Students with disabilities, as defined in G.S. §115C ‐ 106.3(1), who have an Individualized Education Program (IEP) that indicates the use of the NCEXTEND1 alternate assessment or have at least a two school year delay in educational performance or have received intensive reading interventions for at least two school years.

Good Causes continued… 3. Students who demonstrate proficiency through a reading portfolio. 4. Students who have been previously retained more than once in Kindergarten, first, or second grade.

Alternative Assessments NCCS uses the CASE 21 as an Alternative Assessment. If you child scores at least a level 3, then the student is exempt. NCCS also uses Level P in Reading mClass as a good cause exemption. If your child reads at a level P in mClass, then they would be exempt.

What does the Read to Achieve Program mean for a 3rd grade student who does not pass the EOG or qualify for a "good cause" exemption? The 3rd grader has the opportunity to attend summer camp for 3 weeks. Summer Camp is optional. The parents have the choice as to whether they send their child to summer camp. Students also have the option of attending another tutoring agency. If a parent chooses this option, there are forms that our district requires them to complete.

Summer Reading Camp Parents or guardians of the student not demonstrating reading proficiency shall make the final decision regarding the student's summer camp attendance. Summer camps shall include: three weeks 72 hours include at least three hours of instructional time per day be taught by compensated, licensed teachers selected based on demonstrated student outcomes in reading proficiency allow volunteer mentors to read with students

What does the Read to Achieve Program mean for a 3rd grade student who does not pass the EOG or qualify for a "good cause" exemption? At the end of Summer Camp, students have two opportunities to be promoted to the 4 th grade: 1. The student passes the alternate reading assessment given. (This test will have the students read a few paragraphs and then answer questions and then read a few more paragraphs before answering more questions.) 2. The student's reading portfolio demonstrates reading proficiency.

What does the Read to Achieve Program mean for a 3rd grade student who is not promoted at the end of summer camp? The student is assigned to a transitional 3rd/4th grade classroom. Students are taught 4th grade standards and receive intensive reading instruction(90 minutes of uninterrupted time) that targets their individual reading needs. The parent will receive an updated monthly form showing your child’s progress in reading.

Third/Fourth Grade Transitional Class This is a classroom specifically designed to produce learning gains sufficient to meet fourth grade performance standards while continuing to remediate areas of reading deficiency.

What does the Read to Achieve Program mean for a student in a 3rd/4th grade transitional class? The student has two opportunities to be promoted to 4th grade by November 1 st if… 1. The student shows proficiency on the alternate reading assessment. 2. The student shows proficiency through his/her reading portfolio.

What does the Read to Achieve Program mean for a student who was in the 3rd/4th grade transitional class who has been promoted to 4th grade midyear? The student remains in the 3rd/4th grade transitional classroom, but his/her status is changed to "4th grade."

What does the Read to Achieve Program mean for a student who is not promoted to 4th grade midyear? The student remains in the 3rd/4th grade transitional classroom. The student's reading portfolio is maintained. The principal determines if the reading portfolio demonstrates 3rd grade proficiency. The student takes the 4th grade EOG in reading.

What happens if a student in the 3rd/4th grade classroom does not pass the 4th grade EOG? The principal determines if the reading portfolio demonstrates 4th grade proficiency. Student is promoted to 5th grade or retained in 4th grade based on reading portfolio and principal determination.
