ITSLs - The Time is Now!

ITSLs - What are they? An FFT/BCTS collaboration Innovative Timber Sale Licenses (ITSLs) and/or lump sum Timber Sales are the mechanisms being used to remove MPB and Sx killed overstories to allow for FFT funded planting to take place

ITSLs – What are they? BCTS identifies and surveys potentially eligible ground within BCTS operating areas FFT Staff evaluate each proposed area and approve only those areas which meet the FFT eligibility criteria BCTS staff manage the overstorey removal Revenue from the sale of Timber covers development costs

What is the experience so far? Since 2009 in the Thompson Okanagan Region over 1,000,000 m3 (net merch*) of MPB killed timber has been salvaged to enable the planting of over 7 million seedlings on 4,000 ha’s

What are the Main Benefits? For BCTS and the Forest Industry: Providing fibre to industry Providing jobs The ability to limit losses associated with development and reforestation of low value/volume insect killed sales; Overstorey removal allows for effective reforestation; Reforestation will reduce mid and long term AAC fall down

What are the Main Benefits? For the Forests for Tomorrow Program Forecasted FFT current reforestation expenditures have been reduced due to not having to pay for over story removal treatments and by using BCTS and District staff to deliver the FFT current reforestation program The FFT dollars saved can be used to reforest or space more area Economies of scale results in lower per unit costs e.g. price/ seedling

When is the best timing? The best opportunity exists for the next 15 years, and time is needed for development and seedling production, so now is the time to expand the program

What’s next? Expand the program: beyond BCTS operating areas into other licensees operating areas in BCTS BAs where opportunity exists Supporting effective working relationships between BCTS and District staff Address staff resource limitations.
