1 March 27, 2014 - Richmond BC BC Timber Sales’ role in FFT Delivery - Use of Innovative Timber Sales Licences - Update for the FFT 2014 Planning and Delivery Workshop

2 Key objectives of the session are to provide:  a refresher on what the opportunity is;  an update on what has been accomplished since the fall 2013 FFT workshop;  discussion of potential barriers; and  a description of next steps.

3 The Opportunity - FFT/ITSLs  An FFT/BCTS collaboration  Innovative Timber Sale Licenses (ITSLs) and/or lump sum Timber Sales used as mechanisms to remove MPB and Sx beetle killed overstoreys to allow for FFT funded planting to take place  Opportunity exists for stands of insufficient value to cover development and reforestation costs  The optimum opportunity only exists for the next 5 years

4 Main benefits for FFT Program  Forecasted FFT current reforestation expenditures have been reduced due to not having to pay for over storey removal treatments and by using BCTS and District staff to deliver the FFT current reforestation program  FFT dollars saved can be used to reforest or space more area  As the largest administrator of reforestation contracts in the province there are economies of scale associated with BCTS administration of FFT projects,(lower per unit costs e.g. price/ seedling

5 Main benefits for BCTS and the Forest Industry  Providing fibre to industry  Providing jobs  The ability to limit losses associated with development and reforestation of low value/volume damaged sales  Overstorey removal allows for effective reforestation  Reforestation will reduce mid and long term AAC fall down

7 Progress since Fall 2013 FFT meeting  Presentation to TSLT - looking for showstoppers  Visits to BCTS Business Areas to explore opportunities  FFT Lean Kaizen event conducted with District, BCTS, Branch participation- An FFT/BCTS salvage/reforestation process map has been produced  Confirmation of BCTS resourcing to support implementation

8 Progress since Fall 2013 FFT meeting  Development of a Forest Management Partnership Agreement between BCTS and Resource Practices Branch, including:  expansion of BCTS’ role in planning and delivery  outlining a clear process for identification and approval of eligible stands.  clarification of stand eligibility criteria  streamlining of stand level approvals  confirmation that development and reforestation costs can be covered by FFT

9 Next steps from here:  Ensure full salvage uptake in impacted BCTS operating areas  Work to develop strategies to allow for the removal of dead overstories using the ITSL mechanism outside of BCTS operating areas.  Identify and address barriers
