Industry Exposure Trends and Voluntary Blood Lead Reduction Programs European Lead Industry Aggie Kotze REACH Manager International Lead Association - Europe

ILA-Europe Blood Pb collection Background Blood lead data has been collected for the purposes of the: Voluntary risk assessmentVoluntary risk assessment ( ) REACHREACH ( , updated 2013) Data collected from manufacturers but also Downstream users sectors For REACH purposes individual –Companies provided individual worker (not aggregated or averaged) blood lead data via a questionnaire –Data collected on anonymous basis –Statistical analysis undertaken by ILA

ILA-Europe Blood Pb collection Background Purpose of blood lead data collection exercisePurpose of blood lead data collection exercise industry is continually improving –To show European authorities that industry is continually improving in managing lead exposure in the workplace by adopting effective risk management measures 90 th percentile of exposure data is below the DNEL of 40 µg/dL risk is controlled –To demonstrate for each use that the 90 th percentile of exposure data is below the DNEL of 40 µg/dL and thus demonstrate risk is controlled Derived no-effect level (DNEL): is the level of exposure to a substance above which humans should not be exposed.

ILA-Europe Blood Pb collection Background 2010 REACH registration dossier - reported distributions for blood lead data 75 th percentile to demonstrate exposures BELOW the DNEL2010 REACH registration dossier - reported distributions for blood lead data at the 75 th percentile to demonstrate exposures BELOW the DNEL for the period REACH registration dossier update - 90 th percentile2013 REACH registration dossier update - blood lead data reported for companies adopting agreed RMM at the 90 th percentile for the exposure period (requested by ECHA) 90 th percentile – considered worst case of exposure under REACH

Blood lead (µg/dL) Year Blood lead (µg/dL) REACH blood lead data (90 th percentile)

–Good response from companies on blood lead data collection –Robust and representative dataset available for all EU sectors –Data demonstrates adequate control for all sectors if Companies adopt risk management measures specified in REACH Chemical Safety Reports (RCR <1) –Sector REACH compliance is however dependant on performance of individual companies as assessed against worst 10% of data –Companies are encouraged to continuously reduce blood lead levels of employees Key messages
