IRMP 5 YEAR PLAN Local standards for Dwelling Fires and Road Traffic Collisions (RTC’s) agreed by CFA.

RESPONSE STANDARDS DWELLING FIRES The Royal Berkshire Fire and Rescue Service is committed to achieving an optimum response standard of 8 minutes for the first appliance and 10 minutes for the second appliance for dwelling fires. The Royal Berkshire Fire and Rescue Service is committed to a standard response of 10 minutes for the first appliance and 12 minutes for the second appliance for dwelling fires. The higher risk localities where it is predicted that appliances will not reach dwelling fires within the standard response be prioritised for community safety initiatives to drive down the risk.

ROAD TRAFFIC COLLISIONS The Royal Berkshire Fire and Rescue Service is committed to making an initial attendance to road traffic collisions, with the necessary resources to commence extrication of casualties, within 11 minutes.

IRMP 5 YEAR PLAN In addition, the CFA agreed to the re- deployment of the Incident Command Unit (ICU) from Windsor to Maidenhead and to crew the appliance with Retained Duty System Crews from Maidenhead and Cookham.

IRMP 5 YEAR PLAN That the following recommendations require further detailed work to be conducted. The outcomes of which to be brought back to the Executive Committee, a special meeting to be convened if required, and subsequently to a full Fire Authority, prior to public consultation. That no decisions would be made prior to the further detailed work being concluded. That the final decisions would be taken by the full Fire Authority.

IRMP 5 YEAR PLAN Following strategies will result in efficiency savings that can be re-invested to improve RBFRS performance against the standards set for dwelling fires and RTC’s. Improve performance within existing budget (Doing more with the same).

IRMP 5 YEAR PLAN: KEY STRATEGIES Cookham Sonning and Wargrave Windsor Wokingham Crowthorne and Camberley Dee Road and Caversham Road

Resolutions from CFA: 28 June 2006 Endorsed that Sonning Fire Station is closed with the crew being offered opportunities for re-deployment in preference to redundancy. Endorsed that work be progressed to secure a site for a new fire station at Twyford in readiness to transfer the unit from Wargrave to this preferred location. Endorsed (as amended) that future arrangements for operational response in the Windsor area be explored so that the Authority continue its permanent presence in Windsor, and that Officers be tasked to provide revised proposals that do not include the removal of fire station facilities from Windsor.

Resolutions from CFA: 28 June 2006 Endorsed that Dee Road fire station is closed with the pump being moved to Caversham Road (crewing with 5 or 4 depending on role). Endorsed that efficiency savings be utilised to achieve either two 7-crewed shifts giving cover for 12 hours per day backed up by retained duty system firefighters, or full 24-hour shift cover at Wokingham. Endorsed that a trial is commenced to utilise Camberley’s two 24-hour crewed pumps in the Crowthorne area.

COOKHAM Work has commenced to review the range of equipment that the smaller appliance (4x4 Sprinter) will carry. In conjunction with this work, and following proper risk assessments, a decision will be made as to the category of incidents that this appliance will respond to.

WINDSOR Review of emergency cover in the Windsor area. Original proposal involved moving the Pump from Windsor to Wokingham or Bracknell. CFA have given direction that they wish to see other proposals that retain a fire and rescue presence in Windsor.

Slough Appliances attending Incidents in Windsor Random selection of incidents attended by Slough appliances in Windsor. From a total of 71 emergency journeys, all were on weekdays and 26 were during , and hours % (62) were within 8 minutes. 91.5% (65) were within 10 minutes.

WOKINGHAM Reinvest savings from other strategies to achieve a 24 hour crewed station or two 12 hour shift watches with cover outside these shifts by RDS firefighters. Say, cover from 0800 to 2000 hours every day with RDS outside these hours.

CROWTHORNE Pinzgauer to be redeployed to Cookham. Trial the use of Camberley’s pumps into the southern part of Crowthorne’s ground to monitor effect on response standards. Possibilities for additional reinvestment using Pumps at Bracknell, Camberley and Wokingham to cover the Crowthorne area. Additional saving of 180k (revenue) and income of 1m (capital).

DEE ROAD AND CAVERSHAM ROAD Closure of Dee Road Fire Station. Pump from Dee Road redeployed to Caversham Road. Transfer of 24 personnel to enable 13 per watch. Crewing of pumps 5 and 5. A small satellite fire station to be opened in Calcot/Theale area with one pump between hours.
