Economics An increase of $221.8 million reflects the inclusion of mental health and out-of-home care services within the Guarantee. A decrease of $1.134 billion reflects the exclusion of child care programs, except part-day preschool programs from Proposition 98. A decrease of $1.7 billion ensures the total Guarantee does not change as a result of new local revenue related to redevelopment agencies. Proposition 98 decreased by $2.1 billion as a result to the reduction of General fund sales tax revenue for the realignment of public safety programs to counties.
