DSM on Telecoms reform: (i) consistent single market approach to spectrum policy and management (ii) delivering the conditions for a true single market by tackling regulatory fragmentation (iii) ensuring a level playing field and consistent application of the rules (iv) incentivising investment in high speed broadband networks (v) more effective regulatory institutional framework.

Objectives for the telecoms market A modern regulatory framework for electronic communications networks and services should: Maintain competition focus – in infrastructure as well as services – to underpin end-user benefits. Incentivise economically reasonable investments in future-proof high-speed broadband networks. Enable high-capacity connectivity to every citizen and business in Europe (i.e. no digital divide). 7 We need sustainable, market-based high- performance broadband infrastructures (fixed and wireless) as basis for a vibrant Digital Single Market
