ASEAN Chartered Professional Engineer Introduction ASEAN Mutual Recognition Arrangement (MRA) on Engineering Services It was signed at the 11th ASEAN Summit on December 9, 2005 in Kuala Lumpur by all the 10 ASEAN Ministers of Trade. It is the most pursued development in ASEAN cooperation in trade in services.

ASEAN Chartered Professional Engineer ASEAN Mutual Recognition Arrangement (MRA) on Engineering Services It enables the qualifications of professional services suppliers to be mutually recognized by signatory member countries, hence facilitating easier flow of professional services in ASEAN region. Article V of ASEAN Framework Agreement on Services (AFAS) provides that ASEAN Member Countries may recognize the education, experience obtained, requirements met, and license granted in other ASEAN Member Countries, for the purpose of licensing or certification of service suppliers.

ASEAN Chartered Professional Engineer ASEAN Mutual Recognition Arrangement (MRA) on Engineering Services The governments of ASEAN Member Countries agreed on this MRA on Engineering Services with the following objectives: To facilitate mobility of engineering services professionals; and b) To exchange information in order to promote adoption of best practices on standards and qualifications.

ASEAN Chartered Professional Engineer ASEAN Mutual Recognition Arrangement (MRA) on Engineering Services Under the MRA, a professional engineer or practitioner who holds the nationality of an ASEAN Member Country and who possesses qualifications and experience that complies with the requirements specified in the Assessment Statement may apply to be registered on the ASEAN Chartered Professional Engineers Register (ACPER) and accorded the title of ASEAN Chartered Professional Engineer (ACPE).

ASEAN Chartered Professional Engineer ACPE and ACPER Under the ASEAN MRA, the Professional Regulatory Authority (PRA) of each participating ASEAN Country or in our case, the Professional Regulation Commission (PRC) shall authorize a Monitoring Committee (MC) to receive and process applications from professional engineers for registration as ACPE, and to maintain the ACPER.

ASEAN Chartered Professional Engineer ASEAN Monitoring Committee on Engineering Services for the Philippines Pursuant to a Memorandum of Agreement (MOA) signed between and among Professional Regulation Commission (PRC), Commission on Higher Education (CHED) and Philippine Technological Council (PTC), the ASEAN Monitoring Committee on Engineering Services of the Philippines (AMCESP) was created in 2010 to serve the function of the Monitoring Committee for the Philippines.

ASEAN Chartered Professional Engineer Registered Foreign Professional Engineer (RFPE) An ACPE who wishes to provide professional engineering services in any other participating ASEAN Country shall register to the PRC through AMCESP to be eligible as a Registered Foreign Professional Engineer (RFPE). A RFPE may be permitted to work, not as an independent practitioner, but in collaboration with a designated Filipino Registered Professional Engineer subject to appropriate domestic professional regulatory laws.

ASEAN Chartered Professional Engineer Registered Foreign Professional Engineer (RFPE) Authorization to Work as RFPE ● Special/Temporary Permit from PRC shall be secured before any RFPE can practice his profession in the Philippines. ● The AMCESP shall monitor and assess the professional practice of the RFPEs to ensure compliance with ASEAN MRA. ● The PRC may issue rules and prescribe fees which may not contradict nor modify any of the provisions of the ASEAN MRA for the purpose of maintaining high standards of professional conduct and ethical practice in engineering.

ASEAN Chartered Professional Engineer Registered Foreign Professional Engineer (RFPE) ● The PRC will notify the ASEAN Chartered Professional Engineers Coordinating Committee (ACPECC) Secretariat promptly in writing when a RFPE has contravened the ASEAN MRA or the Philippine laws and regulations.

ASEAN Chartered Professional Engineer Requirement for Registration as ACPE Registration Criteria and Procedure Filipino ASEAN Chartered Professional Engineer (FACPE) A professional Engineer who meet the following qualifications and professional experiences is eligible for registration as a FACPE: a) has completed a recognized engineering program or its equivalent in a university or school accredited by CHED; b) possesses a current and valid professional registration or licensing certificate to practice engineering in the Philippines issued by the PRC; c) has gained experience of not less than seven (7) years of active and practical engineering experience;

ASEAN Chartered Professional Engineer Requirement for Registration as ACPE d) has spent at least two (2) years in responsible charge of significant engineering works, within the seven (7) years of professional engineering experience under item (c) hereof; e) has complied with the CPD program/policy of the Philippines at a satisfactory level; c) has not been charged or convicted of any serious violation of technical, professional and ethical standards, local and international, for the practice of engineering or of any crime involving moral turpitude; and g) has confirmed signature on the statement of compliance with code of ethics.

Triplicate copies of the accomplished accomplishment forms, including copies of all supporting documents must be submitted; legal size (8 ½” x 13”) of paper shall be used throughout; photocopies of large documents shall be reduced accordingly. Each set shall be submitted in 1 ½” 3-Ring Presentation Binder. Documents shall be in a clear sheet inserts , complete with table of contents /tab. 2. ASEAN Chartered Professional Engineer Registration Procedure Flow Chart

ASEAN Chartered Professional Engineer Guide to Application for Registration as ACPE A professional engineer who is qualified to apply for registration as ACPE shall submit his application in the form as shown above. The applicant who is eligible to practice in specific engineering profession would be reviewed by the AMCESP for compliance. Professional interview, if necessary, maybe conducted by the appropriate PRB to assess the experience in engineering. In such case, the AMCESP will inform the applicant of the date, time and venue of the interview. The appropriate PRB will prepare and submit its recommendations to the AMCESP. The AMCESP will check to ensure that there is no discrepancy and inadequacy in the assessment procedures. The AMCESP will ensure that documents containing information on the assessment of the Applicants for registration on the ACPER are available when requested by the ACPECC for purposes of review as required under the ASEAN MRA.

ASEAN Chartered Professional Engineer Fees for Registration as ACPE Upon the filing of application, a non-refundable processing fee of Two Thousand Pesos (Php 2,000.00) shall be paid. • Upon approval of the application, a registration fee of Five Thousand Pesos (Php 5,000.00) shall be paid. Renewal fee for ACPE registration shall be Five Thousand Pesos (Php 5,000.00) every three (3) years.

ASEAN Chartered Professional Engineer Fees for Registration as RFPE Upon the filing of application, a non-refundable processing fee of Three Thousand Pesos (Php 3,000.00) shall be paid. • Upon approval of the application, a registration fee of Eight Thousand Pesos (Php 8,000.00) shall be paid. Fees for Special Temporary Permit Upon filing of the application for the Special Temporary Permit (STP), a non-refundable processing fee of Three Thousand Pesos (Php 3,000.00) shall be paid. Upon Approval of the application, a permit fee of Eight Thousand Pesos (Php 8,000.00) shall be paid.
