NOT LEGALLY BINDING 1) Social innovation as a focus of EU policy Social innovation and the EUROPE 2020 strategy: ‘…To design and implement programmes to promote social innovation for the most vulnerable, in particular by providing innovative education, training, and employment opportunities for deprived communities, to fight discrimination (e.g. disabled), and to develop a new agenda for migrants' integration to enable them to take full advantage of their potential…’ Social innovation and the Innovation Union Flagship Initiative (Committment 27): ‘…Starting in 2011, the Commission will support a substantial research programme on public sector and social innovation, looking at issues such as measurement and evaluation, financing and other barriers to scaling up and development...’

NOT LEGALLY BINDING  KATARSIS (FP6) – “Growing inequality and social innovation: alternative knowledge and practice in overcoming social exclusion in Europe”:  Coordinator Frank Moulaert, University of Newcastle Upon Tyne (at that time); coordination action;  end date November 2009;  contribution euro; The project studied the consequences of growing inequality and social exclusion, as well as socially creative strategies for overcoming them. The network enabled the team to work towards better integration of their research programmes and methodologies. 2) SSH research on social innovation (cont.)

NOT LEGALLY BINDING  SELUSI (FP7) – ”Social entrepreneurs as ‘lead users’ for service innovation”:  Coordinator Marieke Huysentruyt, London School of Economics and Political Science; collaborative project;  end date October 2011;  EC contribution 1.45 million euro; The project aims at furthering our understanding of emerging social ventures across Europe, and of open service innovations, exploring the possibility to link-up emerging social entrepreneurs as “lead users” with established corporations in open innovation projects. It develops a unique panel dataset on the organizational behaviours and founding decisions of 800 emerging social ventures in early phase of firm maturity. 2) SSH research on social innovation (cont.)

NOT LEGALLY BINDING  WILCO (FP7) – ”Welfare innovations at the local level in favour of cohesion”:  Coordinator Taco Brandsen, Radbound University Nijmegen; collaborative project;  end date December 2013;  EU contribution 2.47 million euro; WILCO will examine, through cross-national comparative research, how local welfare systems favour cohesion through social innovation. The project will examine social innovation in cities. The results will be used, through strong interaction with stakeholders and urban policy recommendations, to link immediately to the needs of practitioners. 2) SSH research on social innovation (cont.)

NOT LEGALLY BINDING  TEPSIE (FP7) – ”The theoretical, empirical and policy foundations for building social innovation in Europe”:  UNDER NEGOTIATION;  Coordinator Jeremy Millard, Danish Technological Institute; collaborative project;  requested EU contribution 2.5 million euro;  Young Foundation; U of Heidelberg; Atlantis (GR); Universidade Católica Portuguesa; Wroclaw Research Centre The objective of this project is to prepare the way for developing the tools, methods and policies which will be part of the EU strategy for social innovation. As such the research programme will map the field, reviewing theories, models, methods and identifying gaps in existing practices and policies, as well as pointing towards the priorities for future strategies. 2) SSH research on social innovation (cont.)

NOT LEGALLY BINDING …building social platforms…(1)  SOCIAL POLIS (FP7) – ”Cities and social cohesion”:  Coordinator Frank Moulaert, University of Newcastle Upon Tyne (at that time); support action;  end date December 2010;  EU contribution 1.48 million euro; The overall objective of Social Polis was twofold: to elaborate a research agenda on cities and social cohesion which focuses especially on the role of cities in social cohesion, and to create a platform where stakeholders and researchers can contribute their views and discuss what that research agenda should be. 2) SSH research on social innovation (cont.)

NOT LEGALLY BINDING …building social platforms…(2)  InnoServ (FP7) – ”Social Platform for Innovative Social Services”:  UNDER NEGOTIATION;  Coordinator Johannes Eurich, University of Heidelberg; coordination action;  EU contribution 1.48 million euro; InnoServ will investigate innovative approaches in three fields of social services: health, education, and welfare. To do so, the project will focus on two levels: (i) the status quo of research in these fields and (ii) the input from practitioners who have developed innovative social services. The final product will be a report indicating the key trends and key elements of innovative services in the fields of health, education, and welfare. 2) SSH research on social innovation (cont.)

NOT LEGALLY BINDING SSH Challenge: Education systems in the 21st century (The requested European Union contribution shall not be less than EUR ) Research dimensions: –Understanding the dynamics and processes of changes that education systems have undergone during the construction of the EU; –produce comparable data on the main obstacles that actors encounter when implementing education policies; –Providing new insight on current and future challenges linked to the implementation of important European initiatives for the modernisation of the education systems; –Understanding and assessing the main elements required to ensure that education systems in Europe acquire the capacities necessary for change; –Developing complementary and innovative indicators, helping decision-makers to design efficient education policies; 3) The Work Programme 2012: ACTIVITY 1 (cont.)

NOT LEGALLY BINDING SSH Topic (CP): Unveiling creativity for innovation in Europe (The requested European Union contribution shall not exceed EUR ) The objective is a better understanding of the relationships between culture, design, creativity, entrepreneurship and innovation and the measurement of culture- and creativity-based innovation; Research should investigate: –Types and models of innovation in the cultural and creative sectors, in industries and their relationships to competitiveness; –The contribution of innovation in and from the cultural and creative sectors/industry to smart growth, entrepreneurship, employment and wellbeing; –The impact of evolving digital media on the individual, both as consumer and producer; –Developing European policies on intellectual property (patents, designs, copyright, trademarks and trade-related intellectual property rights); –Improved international comparative data for analysing relationships between creativity, culture, design and innovation; 3) The Work Programme 2012: ACTIVITY 1 (cont.)

NOT LEGALLY BINDING SSH Topic (CA): Mobilising institutional reforms in research and innovation systems for better scientific, innovation and economic performances in Europe (The requested European Union contribution shall not exceed EUR ) The CA aims at bringing together the stakeholders from various Member states, regions and associated countries in order to analyse the necessity and ways of reforms for R&I systems at institutional and systems level; Issues to be addressed: –Organising studies, seminars and conferences; –Identification of institutional and systemic sources of underperforming research and innovation systems; –Identification of general funding opportunities, openness of academic posts and working conditions; –Assessment of the necessary institutional reforms, including improving scientific excellence and capacity building; 3) The Work Programme 2012: ACTIVITY 1 (cont.)

NOT LEGALLY BINDING SSH Topic (CP): Innovative policies for employment and labour markets (The requested European Union contribution shall not exceed EUR ) The objective is to identify post-crisis sustainable policies that, by giving a very high priority to employment, can raise the level of good-quality employment and diminish unemployment along with its economic and social costs; Research should investigate: –Analyse policy learning in the Member States and assoc. countries; –Analyse how tools and data necessary for innovative policymaking are actually used (or not used) in the policymaking process and during policy implementation; –Analyse policy participation and suggest ways of improving the representativeness of workers’ and employers’ organisations, their cooperation and empowerment; –Analyse how to improve policy coordination and enhance the job content of economic growth at EU level; 3) The Work Programme 2012: ACTIVITY 1 (cont.)

NOT LEGALLY BINDING 4) HORIZON 2020 and social innovation ONLINE CONSULTATION FOLLOWING THE GREEN PAPER Around 10% of the responses tackle social innovation. They touch upon: –the difficulty of the "broad" concept –the need to identify specific budget allocations (or targeted programmes) –the need to asses the social impacts of technology –the need to develop projects that go beyond mere research towards participatory instruments like "open-labs" or "social innovation hubs" tackling societal needs (e.g. in the area of public health) and taking into account behavioural aspects Outcomes of social innovation should be strongly linked to improved social services Innovation in the service sector as well as public sector and in organisational and management terms should be regarded as “innovation” within the CSF (~5% of all respondents)
