1 Brief Status of ITER TBM A High-Level Ad Hoc Group (AHG) met April 10-11, per request of the ITER Council. In that meeting, Parties intentions were stated, port allocation was agreed to, and a document on “Implementation of the Test Blanket Module (TBM) Programme under the ITER Agreement” was developed and sent to the ITER Council. Only the US and Russia did not request to be TBM leaders. The US will be a “supporting party” and will collaborate with other parties. The US “reserved the right” to be a concept leader in the future. The Port allocation agreed to is: EU leads HCLL and HCPB in one port. (EU Port Master) J leads WCCB, KO leads HCCB (J Port Master) CN leads HCCB, IN leads LLCB (CN Port Master) A surprise here is that CN will lead Solid breeder, not liquid breeder. But they indicated that their domestic program will fully fund both HCCB and DFLL.

2 Brief Status of ITER TBM (Cont’d) The ITER Council reviewed in its July meeting the document prepared by the AHG on “Implementation of the Test Blanket Module (TBM) Programme under the ITER Agreement”. The ITER Council: (i) Supported the undertaking of the Test Blanket Module (TBM) Programme within the framework of the ITER Agreement on the basis of the principles set out in the proposal from the IO (Attachment 13); (ii) Noted that some reservations had been expressed concerning the character of the TBM activity (whether it is an additional activity or one that is already included under the provisions of the ITER Agreement), the treatment of Intellectual Property, in particular Background Intellectual Property, some financial aspects concerning the attribution of costs and the functions of the proposed TBM Programme Committee, and encouraged the Members, in cooperation with theIO, to work towards prompt resolution of any reservations; (iii) Invited the IO to prepare, in close cooperation with the Members and after consultation with STAC and MAC where appropriate, a proposal on the implementation of the TBM Programme, including the membership and terms of reference of the TBM Programme Committee, taking into account applicable national laws and regulations of the Host State, for decision by the Council at its next meeting.

3 Brief Status of ITER TBM (Cont’d) A TBWG meeting has been scheduled for November 5-7, 2008 in France –US Delegation will include M. Abdou, M. Hechler, R. Kurtz, C. Wong, A. Ying From the technical point of view, each ITER component is officially defined by a System Requirements Document (SRD). Therefore, also the TBM Systems are defined by a SRD, and in particular, by the ITER SRD-5.6 There will be a review of SRD-5.6 (for TBM) in December –M. Hechler and C. Wong will be the US members on this Review

4 Key Principle in Planning FNST Activities: Maintain FNST Core Capability under all Program/Funding Scenarios Keep research focus on areas with high scientific content and potential for an improved vision of a fusion energy system. Key areas where US has and should continue to be world leader: –LM MHD theory, modeling and experiments –Integrated Simulation Predictive Capability (ISPC) –Fuel Cycle Dynamics –Tritium Science and Control And –Train and empower next generation of FNST researchers and program leaders Encourage and participate in material R&D from FNST point of view –Functional materials to enable high temperature operation using ferritic steel (e.g., SiC composite FCI, Be 12 Ti, corrosion barrier layers)
