The Problem In many countries the rental market for dwellings is not well developed Most dwellings are owner occupied Dwellings available for rent are not representative of the whole housing stock 2

Quantity Approach In ICP 2005 the “Quantity Approach” was used for some countries/regions “Volume relatives” are calculated instead of “Price relatives” PPPs are obtained by dividing “Volume relatives” into “Expenditure relatives” 3

Volume relatives Obtained in two stages The quantity of dwellings in each country is measured by floor space or numbers of rooms The quantities are adjusted for quality: Electricity Water Toilet 4

Changes compared to ICP 2005 Better editing Insist on floor space and number of rooms May need new ad hoc surveys New quality indicator – persons per room How to combine with the three quality indicators which are expressed in percentage terms? Equal weighting? 5

Questionnaire The draft questionnaire is much longer than last time Asks for information not needed for quantity approach but may be useful for editing To be completed by all countries – including those with rent data 6
