The “life-event” scenario approach MC- eGov

Why choose this approach? The study is multi-dimensional: requires an innovative approach Needs of disadvantaged groups are complex and do not map conveniently to supply-side service structures Our priority is to explore practice and opportunities for improvements, from the user perspective “Life-events” are more closely linked to public policy outcomes concerning disadvantaged groups

Methodology Preliminary work to explore feasibility and effectiveness of research tools Three components:  Describe the current situation (personae, needs, mapping current organisational structures and services)  Identify critical factors, pathways and underlying issues  Develop (future) scenarios aimed at achieving better outcomes for customers and governments

Priority themes Unemployment and worklessness Early years disadvantage Educational disadvantage Homelessness Health inequalities

Scenarios Define individual citizens/customers, together with situations in which they find themselves Factors include gender, age, family set-up as well as broader issues of educational and employment status, health and access to basic needs such as housing Ultimately outcome-focused not process-focused If agencies act together, exploit channels/technologies, founded on sustainable funding provisions, will lead to better outcomes for individuals…

Scenarios Eight scenarios defined initially Work started on establishing the current situation for Scenario 7 (homelessness) in the UK, Lithuania and Denmark to compare national contexts, test and refine the approach Scenario 1 (elderly woman) in Slovakia: exploring a bottom-up initiative offering an alternative scenario Each highlights a particular aspect of MC, sustainable eGov, or hints at “better future”…
