GUIDING QUESTIONS What leads to the spread of democracy? –33% countries in 1980, 46% in 1990, 62% in 2000 –Why Latin America but not FSU, sub-Saharan Africa, much of Asia? –And now the Middle East-North Africa? What are the constraints? –socioeconomic “underdevelopment” –cultural factors (including religion) –historical legacies What do we mean by “democracy”? –elections –civil liberties (including rule of law) –more?

PAPER ASSIGNMENT 1. Pick a country (or region) 2. Pick a topic, for example: –Transition and its consequences –Civil-military relations –Channels of representation –Quality of judicial system 3.
