4 The Post-RAE2008 Agenda RESEARCH EXCELLENCE FRAMEWORK - £1.4 billion – starting in Treasury driven Demanded ‘simple’ metrics system to replace the RAE for determining the distribution of funding All outputs (not just traditional 4 best) Primary quality measure is likely to be ‘citations per output’ Thomson Scientific Web of Science (primary source of citation data) Covers about 8,500 journals Excludes conference proceedings, books, chapters or reports …. Covered 95% of Science publications from RAE96 and RAE2001 Bias in favour of research-intensive institutions... ‘same old story’

5 The Post-RAE2008 Agenda Applied research and innovation are poorly assessed by simple metrics, because impact is not reflected in citations but in transformation to practice, processes and products HEFCE promise that any new system will be capable of identifying high quality research and of discriminating between varying degrees of excellence.

6 The Post-RAE2008 Agenda Science-based Subjects Quality Profile for each of six large subject areas in each university Citations Research income Postgraduate student numbers Staff selection by early 2009 Number of citations by other academics over a 5, possibly 10-year period Subjects then ‘normalised’

7 Post RAE (Social Sciences) Possibility of: a new light touch peer review process informed by metrics will operate for the other disciplines (the arts, humanities, social sciences and mathematics and statistics) in 2013.

Peers – hundreds of them globally – judge what you are doing.
