UNITED STATES DEPARTMENT OF LABOR The Administrative Procedure Act ETA has been proactive in advising the system about implementation of WIOA through guidance and technical assistance. With a published proposed rule the Administrative Procedures Act must be closely followed by all associated federal staff. Notice and Comment process to promote fairness and transparency Agencies must be careful about communications received outside of the official process --- called ex parte communications. Upon publication these rules apply to ETA. 13
