ONLINE SELF-STUDY Emergency Coordinator Annual Update

Welcome Welcome to the Emergency Coordinator Annual Training for Department Coordinators. We would like to thank each of you on behalf of the Environment, Health and Safety Office (EHS) and the University for agreeing to serve as the Emergency Coordinator. This is an important duty that can prevent injuries or save lives in the event of an emergency.

Main Objective The main objective of the Emergency Coordinator is to ensure accountability for the employees of UNC as well as students and visitors. This is accomplished by being prepared for the emergency before it happens.

Emergency Coordinator Responsibilities The responsibilities of the Emergency Coordinator can be broken down into two different areas: 1. Preparation Duties 2. Evacuation Duties

Preparation Duties  Departments that are interested will be responsible for assigning Emergency Coordinators and Monitors. These departments will also designate the area of responsibility for each position.

Preparation Duties, con’t. Management must choose and train Evacuation Monitors. Coordinators can use as many monitors as needed to cover the area for which they are responsible.

Preparation Duties, con’t. Compile an Emergency Information List. This information should be helpful in the event of an emergency:  Occupants needing assistance  List of rooms with hazardous materials  Equipment needing special attention in power disruption

Preparation Duties, con’t. Some one in your department should fill out an Emergency Action Plan (EAP) for your department by selecting this link to print. Send EHS a copy of the EAP. Details of the plan will follow this slide. Emergency Action Plan

Preparation Duties, con’t.  The Emergency Action Plan contains many different elements to assist the coordinator and occupants in a successful and safe evacuation.  Example of the Emergency Action Plan  Directions: Each Emergency Coordinator needs to fill out the information below on the Emergency Action Plan so Environment, Health and Safety will have the necessary information on each building to ensure the safety of occupants.  Purpose: The Emergency Action Plan is to outline a structured evacuation to ensure the safety of UNC employees, students and visitors. The plan is intended as guidance in the management of any unusual occurrence for your building. Occurrences could include floods, hurricanes, explosions, tornadoes, major fires, terrorism, and any event that has the potential for mass casualties.  Date: _______________Building Name______________________ Department Name:______________________________________ CB#__________________________________________________ Phones:_______________________________________________ Fax:__________________ ___________________________ Emergency Coordinator: _________________________________ Emergency Monitor:_____________________________________ Building Manager: ______________________________________  I. Preparation Duties, con’t.  The Emergency Action Plan contains many different elements to assist the coordinator and occupants in a successful and safe evacuation.  Continued; Example of the Emergency Action Plan  I. Emergency Evacuation Procedures  A. When the fire alarm sounds, take the following action. Evacuate immediately at the closest exit. When leaving the building, close all windows and doors. This will stop the spread of fire. If you encounter smoke, drop down to the floor and stay low until you reach the exit. When evacuating the building, always use the stairs, never use the elevator, because power could be lost, trapping you on the floor of the fire. If physically impaired, know your places of refuge. Please list places of refuge for physically impaired personnel _________________________ _______________________________________________________ Meet at designated assembly area, which should be at least 50 feet from building. Continued; Example of the Emergency Action Plan  II. Shelter in Place Procedures  Sometimes Shelter in Place is used for emergencies for weather-related incidents such as hurricanes and tornados. Also, if there is an emergency in or near the building such as a gas leak, or active shooter, remaining in place is safer.  1. In case of a weather-related incident, a basement is the best place to seek shelter. If there is no basement, seek an interior hall or room away from windows.  2. Wait for signal from Emergency Coordinator to leave building.  3. List areas to be used for Shelter in Place,

Preparation Duties, con’t.  The Emergency Action Plan contains many different elements to assist the coordinator and occupants in a successful and safe evacuation.  Continued; Example of the Emergency Action Plan  III. Fire Prevention Plan  Refer to Emergency Evacuation Plan  Refer/create own Emergency response procedures.  Know where Fire extinguishers are located through-out.  Take Fire Extinguisher training.  Provide 3’ around all electrical equipment, fire protection devices,  heating equipment including kitchen appliances.  Keep 44” clearances in all aisles to all exits at all times.  Know the Areas of Refuge and purpose.  Know secondary exit routes.   List contact names, information, and cell phones (includes Monitors)

Preparation Duties, con’t. Designate a staging area away from the building for assembly following evacuation. This area should be at least fifty feet (preferably one hundred feet) from the building if possible.

Preparation Duties, con’t. Prepare a staff communication plan for re-entry of building. The communication plan can use group text messages, hand signals or an audible device.

Evacuation Duties Ensure that monitors understand their responsibilities during the fire alarm evacuation, so that everyone can take care of their building & sections automatically.

Evacuation Duties, con’t. Sweep through assigned area on the way out of the building. If people don't leave when asked to evacuate, remember location so command can handle the problem.

Evacuation Duties, con’t. Chapel Hill Fire Department serves as Command in the event of a fire alarm. Command will be stationed outside of the building in a fire department vehicle.

Evacuation Duties, con’t. Report to command personnel with Emergency Information List. This information would be helpful in the emergency: 1. A list of names and room numbers of building occupants, indicating persons needing assistance in evacuating. 2. A list of rooms containing hazardous materials, including type and potential maximum quantity on hand. 3. A list of equipment needing special attention in the event of power disruption. 4. A list of departmental employees and applicable telephone numbers.

Conclusion The emergency coordinator program helps to save lives in the event of an emergency. If your building does not have a special emergency procedure to follow during an evacuation, copy the Fire Emergency Procedure in the Environment, Health and Safety Manual.Fire Emergency Procedure Use the forward arrow below to continue to the Post- Test.
