IT Task Force Report Recommendation 4.b Create Open Access models and policies for CSU scholarship and other information. The Libraries should: –Work with the Provost’s Office, TiLT, the VP for Research, Faculty Council to develop a proposal for an Open Access model for CSU content in the form of a proposal, to be put before the Council

What is Open Access? Open Access (OA) is a movement to expand access to research and scholarly information that is typically available through journals and books purchased from traditional publishers Most OA activity focuses on peer-reviewed research articles and their pre-prints OA literature is: –Digital –Online –Available free of charge –Free of most copyright and licensing restrictions

Some Current Models Publishing in journals that are wholly or partly operating along OA publishing practices. –About 10% are either fully or partially OA –Typically employ peer review editorial processes Depositing copies of published research in institutional or disciplinary repositories such as our CSU Digital Repository or the Xarchive –Pre-print –Post-print –Final published copy –About 61% of journals allow self-archiving through one of these options

Prior, Current, Future CSUL support for OA Integrated the Directory of Open Access Journals (over 4,300 to date) into the catalog, databases, and Implemented the CSU Digital Repository to expand access to CSU-created research and scholarship and support self-archiving by authors –Faculty journal articles total 301 as of 10/10/09 –Departments: Animal Sciences, ECE, JTC, Libraries, Speech Communication –Journals (2) from SAHE Program, Anthropology Graduate Student Society

Prior, Current, Future CSUL support for OA Support CSU researchers wishing to engage in OA principles with advice, consultation on practices allowed by copyright, mechanics of depositing in the IR Collaborate with TiLT to launch a CSU e-publishing initiative Survey departments to identify their holdings of print-only journal runs for digitization and archiving in the digital repository

Next Steps This initiative must be managed carefully over a period of time. The Libraries needs to: –Monitor progress, gather information about OA initiatives at other institutions and take note of “lessons learned” –Identify potential OA advocates on campus –Faculty who have published in PLoS –NIH-funded faculty who are PubMed Central depositors

Next Steps PDI session on OA in January 2010 Presentation/dialogue with Faculty Council at February meeting –Anticipate faculty questions carefully in advance –Emphasize benefits to faculty Focus on promoting the digital repository; links to open access follow naturally Raise awareness of Libraries staff –Develop understanding of concept and strategy Design Libraries communication plan –Create consistent messages for campus
