Nutrition Cluster - South Sudan The Process 1. Planning  In consultation with the Global Nutrition Cluster, the country team consulted with OCHA and agreed on the timelines for the survey (Dates) 2. CCPM Survey  The cluster coordinator completed a Cluster Description Report online.  The cluster coordinator and cluster partners each completed separate online questionnaires as well (Dates)  The Global Nutrition Cluster compiled and analysed the survey results and produced a Cluster Description Report and Preliminary Coordination Performance Report. These two were shared with partners (Dates).

Nutrition Cluster - South Sudan Next Steps for the CCPM 3. Cluster analysis and action planning  In a half a day meeting, the cluster will discuss and finalize the Cluster Description Report and Coordination Performance Report, and develop an Action Plan. 4. Follow-up and Monitoring  The Cluster Strategic Advisory Group will continually review the Final Coordination Performance Report and Action Plan.  The Coordination Performance Report and Action Plan will be presented to the HCT and global cluster, to identify support requirements.  The cluster will continue to monitor the implementation of its Action Plan at regular intervals. 5. Ideally, the cluster should report to the HCT on the progress every quarter.

Supporting Service Delivery IASC core functions Indicative characteristics of functions Performance status 1.1 Provide a platform to ensure that service delivery is driven by the agreed strategic priorities Established, relevant coordination mechanism recognizing national systems, subnational and co-lead aspects; stakeholders participating regularly and effectively; cluster coordinator active in inter-cluster and related meetings. Good 1.2 Develop mechanisms to eliminate duplication of service delivery Cluster partner engagement in dynamic mapping of presence and capacity (4W); information sharing across clusters in line with joint Strategic Objectives. Good Comment: ‘’… there are unnecessarily too many partners in a particular area and one wonders on the issue of overlapping rather than complementing….’’ “My organization has received support from the cluster on the State cluster coordination role and on job support for the state coordination physically done by the national team”

Informing strategic decision-making of the HC/HCT for the humanitarian response IASC core functions Indicative characteristics of functions Performance status 2.1 Needs assessment and gap analysis (across other sectors and within the sector) Use of assessment tools in accordance with agreed minimum standards, individual assessment/ survey results shared and/or carried out jointly as appropriate. Good 2.2 Analysis to identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues. Joint analysis for current and anticipated risks, needs, gaps and constraints; cross cutting issues addressed from outset. Satisfactory 2.3 Prioritization, grounded in response analysis Joint analysis supporting response planning and prioritization in short and medium term. Unsatisfactory No comments.

Planning and strategy development IASC core functionsIndicative characteristics of functions Performance status 3.1 Develop sectoral plans, objectives and indicators directly supporting realization of the HC/HCT strategic priorities Strategic plan based on identified priorities, shows synergies with other sectors against strategic objectives, addresses cross cutting issues, incorporates exit strategy discussion and is developed jointly with partners. Plan is updated regularly and guides response. Good 3.2 Application and adherence to existing standards and guidelines Use of existing national standards and guidelines where possible. Standards and guidance are agreed to, adhered to and reported against. Good 3.3 Clarify funding requirements, prioritization, and cluster contributions to HC’s overall humanitarian funding considerations Funding requirements determined with partners, allocation under jointly agreed criteria and prioritization, status tracked and information shared. Satisfactory Comment: “ The nutrition cluster was the first in the December allocation to actively update its members. The PRT and the SAG Were adequately brought to speed on the board discussions”. “Limitation of budget is a big challenge compared with the actual needs, sometimes it is not clear how the prioritization is done”

Advocacy IASC core functions Indicative characteristics of functions Performance status 4.1 Identify advocacy concerns to contribute to HC and HCT messaging and action Concerns for advocacy identified with partners, including gaps, access, resource needs. Weak 4.2 Undertaking advocacy activities on behalf of cluster participants and the affected population Common advocacy campaign agreed and delivered across partners. Weak Comment: “Cluster mostly use the INGOs to participate in advocacy activities and they do not ask the NGOs/CBOs to participate in advocacy activities”.

Monitoring and reporting IASC core functions Indicative characteristics of functions Performance status 5.1 Monitoring and reporting the implementation of the cluster strategy and results; recommending corrective action where necessary Use of monitoring tools in accordance with agreed minimum standards, regular report sharing, progress mapped against agreed strategic plan, any necessary corrections identified. Satisfactory Comment: “I think the cluster personnel are too few against the partners hence should see how e.g the M&R officer will be able to continuously monitor partners” “ Our NGO was not fully asked to participate in response plane by the cluster”.

Performance status 6.1 Contingency planning/preparedness for recurrent disasters whenever feasible and relevant. National contingency plans identified and share; risk assessment and analysis carried out, multi-sectoral where appropriate; readiness status enhanced; regular distribution of early warning reports. Satisfactory Comments: 1. “I have not seen the preparedness plan; it may exist but am not aware of it”. 2. “This is done through the CRP”

Accountability to affected population IASC core functionsIndicative characteristics of functions Performance status Disaster-affected people conduct or actively participate in regular meetings on how to organize and implement the response; agencies have investigated and, as appropriate, acted upon feedback received about the assistance provided. Satisfactory Comments: “We have our own mechanism of receiving complaints of beneficiaries and community where we work with local authorities to resolve the issues”. ‘’ I am not aware of any mechanism of complaint being put in place”.

Nutrition Cluster - South Sudan Group Work The team will divide into seven groups to:- 1.Discuss and if necessary amend the Cluster Description Report. 2.Contextualize the findings of the Preliminary Coordination Performance Report (narrative comment boxes). 3.For each of the seven cluster functions identify actions for improvements 4.On the basis of these discussions, a Final Cluster Description Report and Final Coordination Performance Report will be produced.

Nutrition Cluster - South Sudan Group work: each group should Review and amend the Cluster Description as relevant to the function assigned to the group Review the performance status of the function (color coded in green/yellow/orange/red, and the more detailed scoring of the various questions related to the function) Identify what worked well for that function Discuss possible constraints as well as support requirements for that function Identify other issues relevant to cluster performance that were not included in the survey Identify and prioritize any improvements for that function Add inputs from the plenary feedback

Nutrition Cluster - South Sudan Plenary discussion The groups should report back in plenary (15 min each); Seek feedback and endorsement on the recommendations from each of the working groups for each of the functions Jointly agree on up to 5 priority follow-up actions to improve performance of any weak core functions (prioritize recommendations, but at least address all functions that are below satisfactory performance). Identify who should be tasked with following up on each recommended improvement action and by when. It is important to allocate responsibilities at the meeting. Identify opportunities, constraints and/or request support, if needed.
