Pelham City Government

Mayor Gary Waters The Mayor’s Responsibilities The Mayor is the Chief Executive Officer of the city. He is responsible for the city’s day-to-day operations. He does not vote with the City Council. Mayors serve 4 year terms.

City Council Rick Hayes, Council President Ron ScottBeth McMillan Maurice Mercer Karyl Rice The City Council serves as the city’s board of directors. The Council elects a president. They vote to make changes to help our city. City Council members are elected to 4 year terms.

City Clerk Marsha Yates The City Clerk maintains voter registration files and lists. Records the minutes (takes notes) at City Council Meetings. Administers city elections and prepares the ballots.

Finance Director Tom Seale The Finance Director is the head of the city’s Finance Department. He performs and supervises accounting and finance functions to maintain the financial records and systems of the city. He is the financial advisor for the city.

Civic Complex Director, Danny Tate The Civic Complex Director is responsible for the day-to- day operations of the Pelham Civic Complex.

Court Clerk, Karen Bragan Attends court sessions to record minutes (take notes), administer the oath, and record and file exhibits introduced. Coordinates court’s activities.

Director of Human Resources, Janis Parks The Human Resources Director is responsible for hiring, employee benefits (insurance), safety, and payroll.

City Engineer, Jesse Jowers The City Engineer manages the city’s engineering budget and the city’s development goals. He supervises construction bids from contractors for city projects. He oversees other engineers that work for the city. He is responsible for reporting anything that needs to be repaired such as sidewalks, building infrastructures, etc. He must also know and understand the building codes and regulations.

Building Official, Bob Miller Administers, enforces, and interprets the building code.

Director of Public Works, Eddy Jowers The head of the Department of Public Works. The Department of Public Works is responsible for keeping streets safe, maintaining street signs, putting flags out on holidays, mowing grass, picking up tree limbs, traffic light maintenance, and animal control.

Chief of Police, Tommy Thomas The Chief of Police is the head of the Police Department.

Fire Chief, Danny Ray The Fire Chief is the head of the Fire Department.

Fire Marshal, Dewitt Marcrum The Fire Marshal is responsible for enforcing the Fire Code. Investigates fires for origin and cause.

Library Director, Barbara Roberts The Library Director oversees all of the functions, employees, and programs of the library.

Director of Parks and Recreation, Billy Crandall The Director of Parks and Recreation oversees the parks in Pelham, as well as the Pelham Racquet Club. He is also responsible for Pelham Youth Sports.

Director of Golf, Ballantrae Golf Club, Butch Byrd, Jr. The Director of Ballantrae Golf Club oversees the day-to-day operations of the golf club.

President Greater Shelby County Chamber of Commerce The Chamber of Commerce President is responsible for overseeing chamber communications, newsletter, member and community relations, staff management and development, and fundraising.
