Background  BCC Workshop – 9/23/14 – Presented existing retrofit policy  BCC Public Hearing – 10/21/14 – Code amendment authorizing Utilities to fund up to 25% of a septic tank or potable well retrofit project when other programs cover at least 75% of all project costs – Approved offering 25% funding to homeowners for the Wekiwa Springs Septic Tank Retrofit project Subject to 75% grant funding from SJRWMD and FDEP 4

Background  Sewer retrofit of up to 367 lots – State contribution of approximately $5.0 million (75% of total costs) – Evaluating alternatives and updating cost estimates Locating pump stations Low pressure sewer option 5

Presentation Outline  Background  Wekiwa Springs Project Update  Project Next Steps  Additional Projects  Questions? 6

Wekiwa Springs Project Update  Alternatives Study Completed – Low pressure sewer alternative recommended – Significantly less disruptive to community  Total project cost of up to $9.0 million – Includes 25% contingency – Design entire system – Construct in phases if total costs exceed $6.65 million  SJRWMD and FDEP support recommendation 7

Project Next Steps  Apply for additional grant funding – March 13, 2015 deadline  Community Meeting – Present study recommendations – Discuss low pressure sewer system components – Present voting ballot – 67% YES required  Design project18 months  Construction18 to 24 months 9

Presentation Outline  Background  Wekiwa Springs Project Update  Project Next Steps  Additional Projects  Questions? 10

Additional Projects  Commissioner Nelson called stakeholders meeting in January Wekiwa Springs Meeting

Additional Projects  Stakeholders collaborated on local and regional projects that will improve water quality for Wekiwa Springs  Existing and New Technologies explored: Existing New Street sweeping Modular wetlands Curb inlet baskets Bold & Gold™ filter media Nutrient baffle boxes All regional projects dependent upon cooperative funding.

Additional Projects Emerging technology developed by UCF  Proprietary mix of sand, sawdust, and recycled tire crumb  Septic drainfield application is pending FDOH approval  2 ongoing stormwater pilot projects in advanced phases  More pilot projects for septic and other stormwater applications needed

Additional Projects Bay Lake Retrofit (EPD) Estates at Lake Clarice (Stormwater Management)  Modular wetland with Bold & Gold  Treats street runoff  Monitoring phase  Out flow filter with Bold & Gold  Treats pond overflow to Lake Roper  Construction planned August 2015

Additional Projects Septic Drainfield Retrofits Stormwater Pond Retrofits  Need private property volunteers  Access is required for continuous monitoring & study  Work with FDOH  Projects at existing ponds  Easements may be needed for construction & monitoring  Work with SJRWMD

Additional Projects  Prevention at the source  Increase frequency, expand coverage  Standalone solution or combine with other Best Management Practices (BMPs)  Measurable Results Expand Street Sweeping Program
