EXERCISE ONLY [Caveat] EXERCISE ONLY Exercise Purpose The purpose of this exercise is to provide participants with an opportunity to plan a tactical mission in the Protected Area of [name of Nuclear Power Station] Nuclear Power Station. In addition, the exercise will focus on the ability of participants to navigate (non-tactically) along their chosen route to their assigned objective, testing their organic communications capabilities while enroute. Lessons learned from this exercise will inform the refinement of the [name of Nuclear Power Station] Nuclear Power Station Integrated Response Plan (IRP). [other purposes, as necessary] 5

EXERCISE ONLY [Caveat] EXERCISE ONLY Objectives  Enhance law enforcement understanding of an integrated tactical response to a security incident at [name of Nuclear Power Station] Nuclear Power Station, including the use of the Contingency Response Tool.  Test law enforcement communication capabilities inside the Protected Area of [name of Nuclear Power Station] Nuclear Power Station.  Work towards eliminating gaps and redundancies in the draft [name of Nuclear Power Station] Nuclear Power Station IRP based upon the lessons learned derived from the Limited Exercise.  Create awareness of long term issues and their impact on the finalization of the [name of Nuclear Power Station] Nuclear Power Station IRP. 6 The Tactical Teams are not being evaluated

EXERCISE ONLY [Caveat] EXERCISE ONLY Assumptions and Artificialities  The scenario is plausible, and events occur as they are presented (i.e., “Don’t fight the scenario”).  There is no “hidden agenda”, nor any trick questions.  Questions concerning mission planning are encouraged.  Participants can assume cooperation and support from other responders, agencies, and organizational entities.  Full tactical mission planning followed by non-tactical land navigation  Plan for the entire team; this can include split – team operations (Actual movement through the facility will be as a group)  Security Embed will administratively lead you to breach sites, the Radiation Protection office in order to obtain dosimetry, etc. 7

EXERCISE ONLY [Caveat] EXERCISE ONLY Administration (1 of 2)  Materials:  Exercise Evaluation Guides (EEGs), Plant Locator Guide, Exercise Schedule, Contingency Response Tool (CRT), Owner Controlled Area Map  Any notes taken during this exercise will be collected by [name of Nuclear Power Station] Nuclear Power Station (Safeguards Information)  Pick up PPE before entering the Protected Area (PA)  Includes hardhat, hearing protection, gloves and safety glasses  Ballistic glasses, such as Oakley’s, are authorized but they must have clear lenses (no tinted or mirrored) when entering indoor areas within the PA 9

EXERCISE ONLY [Caveat] EXERCISE ONLY Administration (2 of 2)  Cell Phones  Do not take cell phones into the [name of Nuclear Power Station] [Exercise TOC / Planning Area Location].  If you must have your cellular phone, it must be turned off when in the Player Inbrief and TOC / Planning Area.  Security Embed  Security Embed will meet each team at the PA Portal and provide escort and administrative movement (as necessary) through the facility.  This Security Embed is extremely familiar with the facility – asking questions concerning equipment, security positions, etc. is highly encouraged.  The Security Embed will also administratively move your team to the Radiation Protection office for dosimetry, as required. 10

EXERCISE ONLY [Caveat] EXERCISE ONLY Communications  Primary – Teams’ Organic Communications Systems  Alternate – [name of Nuclear Power Station] Nuclear Power Station Radio  Tertiary – TBD by each team (non-technical, such as colored tape, etc.)  Emergency – through the Security Embed  Each broadcast must be prefaced by “This is a Drill”  Broadcasting of any technical data over any radio must be cleared through NPS personnel (Security Embed or [name of Nuclear Power Station] TOC representative)  Communications gear (radios, etc.) are authorized in most locations  The Security Embed will inform you when to turn radios off 11

EXERCISE ONLY [Caveat] EXERCISE ONLY Entry in Protected Area  Similar to going through security at an International Airport  Take as little as possible with you It is suggested that keys, pocket litter, etc. are left behind No weapons, including firearms and knives, are allowed in the PA No cell phones or cameras are allowed in the PA  Personal Protective Equipment (PPE) (hardhats, gloves, hearing and eye protection) is required in the PA and is staged in the planning area  Follow the Security Embed guidance when entering carded doorways 12

EXERCISE ONLY [Caveat] EXERCISE ONLY Mission Planning  Each team will develop 2 x tactical mission plans and backbrief these plans to their TOC representative and members of the Exercise Staff  Use of CRT is primary focus  The Security Embed will need to be briefed on the plan(s) when you link up at the PA Portal, including (but not limited to):  Overall mission / objective  Breaching locations  Communications plan  Identify Friend or Foe procedures  The tactical team will administratively move to their breach point (following the Security Embed) and conduct land navigation to their Objective based on their tactical plan. 13
