Control Weapons and Ammunition in the Arms Room

Terminal Learning Objective ACTION: Control Weapons and Ammunition in the Arms Room CONDITION: In a classroom, given the responsibility to control weapons and ammunition in the unit arms room. Given Ar 190-11, AR 190-13, AR 25-50, AR 25-400-2, AR 710-2, DA Pam 710-2-1, Sensitive Items Listing, DA Form 2062, DA Form 3161, Master Authorization List, DA Form 5513, access roster, weapons/ammunition control log, local forms program and a computer. STANDARD: The student will control weapons and ammunition in the arms room without losing supply accountability in accordance with AR 190-11, AR 190-13, AR 25-50, AR 25-400-2, AR 710-2 and DA Pam 710-2-1

Responsibilities This regulation does not relieve responsible or accountable officers of their responsibility to account for property. Persons issued or holding AA&E are responsible for properly securing such property while it is charged or entrusted to their care.

Responsibilities Commanders and custodians of AA&E will Comply with AR 190-11. Ensure all necessary measures are taken to safeguard AA&E at all times. Report all losses Fix responsibility when negligence is determined

Responsibilities Commanders and custodians of AA&E will (continued) Ensure AA&E storage facilities are checked, inventoried and inspected as required by AR 190-11. Appoint in writing a PS/arms room officer Maintain an updated notification roster Ensure security of any nonsensitive AA&E

Construction of Facilities Arms shall be stored in facilities meeting the design criteria in AR 190-11, App G. Walls Ceiling and roof Floors Doors Windows

Construction of Facilities Provisions are mandatory for construction of new permanent land based installations that store sensitive AA&E. Qualified engineer personnel will verify the structure composition of AA&E storage facilities. Statements will be prepared on DA Form 4604 and will be posted in each AA&E storage facility. Engineer will normally revalidate the statement every 5 years.

Security of AA&E During Training AA&E deployed in the field for training or operational purposes will be secured at all times. Field Level Munitions Storage Area (FLMSA). Storage of Weapons on vehicles.

Inspections and Audits The garrison commander will ensure the PS inspections are conducted IAW AR 190-13. Additionally conduct PS inspections as follows: For new AA&E storage facilities, and before and immediately after occupancy. After a forced entry or attempted forced entry with or without theft. When units have received an unsatisfactory rating , re-inspection will be within 6 months. When AA&E are deployed in the field for training and operation.

Personnel Commanders will be selective in assigning personnel to duties involving AA&E. Screen and evaluate personnel using DA Form 7281. Commanders will determine the reliability and trustworthiness prior to assigning duties involving AA&E Security screening checks will be repeated every 3 years and documented on the DA Form 7281.

Intrusion Detection System The IDS is an essential part of the PS system. Central Monitoring Station. Response Force. Alarm Circuitry Sensors Personal Identification Numbers (PIN) Signs Maintenance

Arms Racks and Storage Containers When not in use, arms will be stored inside approved standard racks or a locked container. All weapons racks and storage containers will be secured with approved secondary padlocks. Racks and containers weighing less than 500 pounds will be secured to the building or chained together in groups totaling over 500 pounds.

Security Lighting Interior and exterior lighting will be provided for all arms storage facilities. The lighting will be sufficient to allow guards to see illegal acts. Areas appropriate for lighting include entrances, corridors and arms rooms. Light switches will be installed so that they are not accessible to unauthorized individuals. Exterior lights will be covered with wire mesh screen or equipped with vandal resistant lenses.

Doors, Locks and Locking Devices Doors used for access to arms storage rooms or structures will be locked with approved high security locking device. High security padlock must be used on the most secure door of the arms room when using double door protection. A secondary padlock will be used to secure the other door of the double door concept.

Consolidated Arms Room Arms belonging to more than one unit or organization may be stored in the same arms room. One commander will be designated as the landlord and be responsible for overall physical security. Access controls will be established to ensure protection of each unit’s arms. Arms and other sensitive items will be segregated by unit.

Privately-Owned Weapons and Ammunition Commanders will establish procedures and publicize punitive policies that regulate privately-owned weapons, explosives, or ammunition to include war trophies. Secure arms and ammunition belonging to Soldiers living on the installation in the unit arms room in locked containers separate from military AA&E. Account for and inventory privately owned arms and ammunition when inventorying Government AA&E. A DA Form 3749 will be issued for each POW stored in the arms room. Withdraw POW from the arms room only upon the approval of the unit commander or designated representative.

Restricted Area Posting Areas where arms are stored will be designated as “Restricted Areas”. Place signs at each entrance or approach to the restricted area. Restricted area signs will be posted at eye level. Restricted area signs will be posted in English and local language in areas where English is not the only common language.

Unaccompanied Access Roster Will be prepared to inform an individual of specific job designation. Individuals will be placed on memo after being screened and evaluated.

Unaccompanied Access Roster Unaccompanied Access Roster will be kept within the unit, agency or organization. Protect Unaccompanied Access Roster from public view. Forward a copy to the Provost Marshall. Place a completed copy of memo in the unit files.

Key and Lock Controls Only approved locks and locking devices will be used. Keys will be signed out to authorized personnel on a DA 5513. Keys and combinations used for AA&E storage will NOT be removed from the installation. Keys to locks securing key containers will be afforded physical protection equivalent to that provided by the key container.

Key and Lock Controls (cont) The key control register will be maintained at unit level. Completed key control registers will be retained for 1 year. Keys to AA&E storage buildings, rooms , racks and IDS may be secured together in the same key container. Maintain a primary and secondary set of keys, stored in separate containers. AA&E keys will not be left unattended or unsecured at any time.

Key and Lock Controls (cont) In the event of lost, misplaced, or stolen keys, a commander’s inquiry (investigation) will be conducted immediately. Key and Lock Custodian Locks and their keys will be inventoried by serial number semiannually. Change combinations to locks on vault doors annually or as required.

DA Form 3749 Used to assign responsibility for property that is issued to the same person for brief recurring periods. Prepare for each individually assigned weapon. Prepare and issue a new DA 3749 when a new member is assigned to the unit, when a different item is assigned or when the card is lost, mutilated or destroyed. New cards do not need to be made when there is a new commander.

DA Form 3749 Surrender only the DA Form 3749 if for 24 hours or less. Surrender the DA Form 3749 and sign the Weapons/Ammunition Control Log if over 24 hours. When weapons are returned, close out the control log and return the DA Form 3749. For crew served weapons: Prepare a DA 3749 for each authorized user When the weapon is withdrawn surrender the DA 3749 and sign the weapons/control log regardless of the time period

Weapons/Ammunition Control Log The unit must maintain a Weapons/Ammunition Control Log. The Weapons/Ammunition Control Log is produced locally. Keep completed control logs in the unit active file until completion of next serial number inventory.

Receive Weapons back into Arms Room Receive weapons butt first with the bolt locked to the rear and weapon on safe. Clear the weapon IAW the operator’s manual. Place selector lever in the semi position. Close the ejection port cover. Place weapon in appropriate rack. Return DA Form 3749 to the soldier. Complete the turn in section of the Weapons/Ammunition Control Log.

Change of Custody Inventory Conduct Change of Custody Inventory when responsibility of the arms room storage keys is transferred between authorized personnel. Record the results of the inventory on a DA Form 2062. Identify any discrepancies. Person receiving the arms room keys will sign the DA Form 2062.

Conduct Monthly Inventory of Weapons Appoint qualified personnel to conduct inventory. Same person will not conduct inventory consecutively. Unit Armorer will not conduct inventory. Unit Armorer can provide assistance.

Conduct Monthly Inventory of Weapons Compare the serial number of weapon with listing. Make a list of any recorded differences. Ensure proper documents are on hand for weapons that are not present.

Conduct Monthly Inventory of Ammunition Inventory Ammunition by listing it by Purpose: Basic Load Operational Load Training DODIC LOT Number Quantity OH/Quantity Signed Out

Conduct Monthly Inventory of Ammunition List quantities shown on sealed or banded containers of ammunition. Do Not Break Sealed or Banded Containers. Record the results of inventory. Report discrepancies to Responsible Officer Responsible Officer reports discrepancies to PBO.

Conduct Monthly Inventory of Ammunition Correct any discrepancies discovered. DA 4949 to correct makes and models. Serial number differences per AR 735-5. File completed serial number inventory. 2 years if no discrepancies noted. 4 years if discrepancy noted

Summary Identify Physical Security procedures for the Arms Room Maintain Key Control. Receive weapons from the Supply Suppot Activity (SSA). Create a Master Authorization List (MAL). Prepare DA Form 3749. Create a Weapons/Ammunition Control Log.

Summary Issue individual assigned unit weapons. Issue unassigned weapons using DA Form 3161. Issue unassigned weapons using DA From 2062. Receive weapons turned-in by soldiers using the Weapons/Ammunition Control Log. Conduct Change of Custody Inventory. Conduct monthly inventory of weapons and ammunition in the arms room.
