1 Introduction Over the last years, through the two SES Packages, both the European institutions and the Industry made significant steps towards the achievement of the ambitious targets set to modernize the European ATM infrastructure A final effort is now needed

2 A critical change-over point: the ATM modernization urges a firm schedule and commitment from all stakeholders. ATM industry is ready to take full responsibility and play a key role in SESAR Deployment Ensure an effective and pragmatic link between the planning and the deployment phase How to achieve Effective Deployment The starting point: the essential operational improvements are identified within the ATM Master Plan The starting point: the essential operational improvements are identified within the ATM Master Plan Our target: operational stakeholders’ investments synchronized within a detailed Programme managed by the Deployment Manager. Strengthening SESAR Deployment Take profit of operational and technical solutions developed in the Interim Deployment Programme (IDP) to pave the way to Step 1 deployment

The transition towards the Deployment Manager through the Interim Deployment Programme (IDP) aims at ensuring synchronized deployment of key priorities enabling SESAR Step 1 implementation IDP is the first step towards a unique European Programme for deployment, defined through to the proactive involvement of all stakeholders concerned IDP has to be considered the first step to defragment the European ATM infrastructure The transition to DM 3 We now need to setup a single accountable entity led by operational investors, the real engine of the Deployment with full empowerment and responsibility Such an entity shall be in charge of a Deployment Programme resulting in a number of detailed projects, ensuring full synchronization of the activities delivering the actual network priorities We now need to setup a single accountable entity led by operational investors, the real engine of the Deployment with full empowerment and responsibility Such an entity shall be in charge of a Deployment Programme resulting in a number of detailed projects, ensuring full synchronization of the activities delivering the actual network priorities

The Deployment Manager shall be that single entity with the appropriate expertise and profound knowledge in the area of Airspace Users, ANSPs and Airports implementation project investments, selected and appointed by the Commission out of a call for tender and after a competitive dialogue process ANSPs view 4 The role of the Deployment Manager The Deployment Manager must be the only accountable entity leading the management level (level 2) of the deployment governance. On these grounds, the Deployment Manager shall be responsible for the definition, development, execution and maintenance of the Deployment Programme

In the deployment programme, all stakeholders need to have a clear role, thus contributing with their own effort to the required synchronization A clear identification of responsibility and accountability is a condition for the success of SESAR Deployment. Stakeholders roles All partners involved in the implementation of the Deployment Programme at level 3 will have to ensure commitment that the portion of Deployment tasks designated to them will be duly and timely accomplished ANSPs are already arranging their cooperation platform in order to ensure continuous support to the Deployment Manager in all its lifecycle All partners involved in the implementation of the Deployment Programme at level 3 will have to ensure commitment that the portion of Deployment tasks designated to them will be duly and timely accomplished ANSPs are already arranging their cooperation platform in order to ensure continuous support to the Deployment Manager in all its lifecycle 5 The SJU and the NM have to ensure continuous and structured support to the Deployment Manager Manufacturing Industry is to be strongly involved in the technical feasibility of the programme action lines ANSPs partnering with Airlines and Airports have to play a leading role in the Deployment Manager, since they are responsible for most of the operational changes in support of STEP 1 implementation

ANSP are crucial for Deployment Manager success ANSPs added value Operational and technical personnel with long-standing expertise in deploying ATM systems throughout Europe resides in the ANSPs ANSPs are key investors in ATM and are able to act as catalyst for partnership enhancing investment capabilities The ATM infrastructure modernization is a key priority for ANSPs, since it will guarantee the operational performance improvements needed for the next decades Operational and technical personnel with long-standing expertise in deploying ATM systems throughout Europe resides in the ANSPs ANSPs are key investors in ATM and are able to act as catalyst for partnership enhancing investment capabilities The ATM infrastructure modernization is a key priority for ANSPs, since it will guarantee the operational performance improvements needed for the next decades 6 ANSPs are ready to partner with operational investors within the Deployment Manager

We must set a Funding & Financing strategy for SESAR Deployment based on the availability European funds and other financial tools to incentivize synchronized implementation Operational stakeholders must be engaged by the Commission and the relevant Institutions in the definition of such Funding and Financing strategy The DM shall play a key role in the financial engineering of the Deployment Programme Funding and Financing 7 Technical and financial Deployment perspectives are merged and integrated into one single governance structure and its processes

The challenge 8 To finalize the Deployment process in the coming 2 years To consider the actual crisis as an opportunity To modernize the aviation infrastructure To secure the achievement of the European ATM performance targets To boost the European economic recovery We cannot fail

Conclusions ANSPs invite Airlines and Airports to partner in order to jointly be part of the Deployment Manager 9 ANSPs call on the European institutions to provide effective regulatory framework, enabling the achievement of such an industry led model and establishment of the DM by end 2013 ANSPs invite airborne and ground Manufacturing Industry to partner in the technical feasibility of the programme action lines of the Deployment Manager ANSPs are committed and ready to partner with all the relevant stakeholders for the purpose to achieve a timely, synchronized and cost effective Deployment of SESAR.
