3 WMO WMO Implementation Process WMO Convention:  Members need to work together to coordinate, standardize, improve and encourage efficiencies in the exchange of meteorological, climatological, hydrological and related information between them, in the aid of human activities. WMO, as a specialized agency of UN on weather, climate and water, is a standard-making organization Standards and Recommended Practices (SARPs) approved by Congress or EC, become implementable decisions for all Members

4 WMO WMO Implementation Process WMO Convention:  Art 9 (a): All Members shall do their utmost to implement the decisions of Congress;  Art 9 (b): If, however, any Member finds it impracticable to give effect to some requirement in a technical resolution adopted by Congress, such Member shall inform the Secretary- General of the Organization whether its inability to give effect to it is provisional or final, and state its reasons. WMO General Regulations: Reg 202: The general functions of the Secretariat shall be:  …  (8) To maintain records of the extent to which each Member implements the decisions of the Organization;

7 WMO WIS Implementation planning WIS is a WMO-wide system with participation of all Members and with interfaces to external bodies. The planning process should encompass three levels: Global Plan; Regional Plan; National Plan. Preconditions for successful implementation: Well developed SARPs and guidance for their implementation: What, Who, When – SARPs (Doc – WIS Manual) How – Guidance (Doc – WIS Guide)

8 WMO RA VI WIS RP Outline Why Regional Plan? Harmonization and synchronization of the implementation effort – efficiency, speed Clear determination of roles and responsibilities in accordance with the regional scenario Capacity development through regional cooperation – transfer of knowledge and know-how from developed to developing part of the Region Regional Plans should be harmonized to achieve global harmonization

13 WMO Summary RA VI will implement WIS as a concerted effort of all its 50 Members Approved Regional Implementation Plan expected in 1Q 2012 National Plans to be aligned with the Regional Plan Monitoring and Evaluation – KPIs to be developed Proactive participation of Members – timely reporting of any difficulties encountered in order to ensure adequate remedy actions. Fail to plan = Plan to fail
