QUARANTINE OBJECTIVES 1. TO PREVENT THE ENTRY AND SPREAD OF FOREIGN EXOTIC PESTS INTO SARAWAK SO AS TO PROTECT OUR AGRICULTURAL INDUSTRY AND OUR NATURAL RESOURCES 2. FACILITATE TRADE IN AGRICULTURE AND AGRICULTURAL PRODUCTS ACCORDING TO INTERNATIONAL CONVENTION ON PLANT PROTECTION 3. TO CONTROL THE EXPORT OF NATURAL AND INDIGENOUS PLANTS AS IN THE GUIDELINES UNDER CITES

BACKGROUND 1. The Plant Protection And Quarantine Branch of the Department of Agriculture carries out the enforcement of the Plant Quarantine Act 1976 and Plant Quarantine Regulation 1981. 2. The Act states that it is prohibited to import plants unless under a Permit.

BACKGROUND The new Regulation concerning Logs and Timber Products into Malaysia was enforced on 3 November 2009 (but later extended to 31 August 2010 with full implementation on 1 September 2010) which requires: Import Permit issued by Department of Agriculture Phytosanitary Certificate from exporting country.

DEFINITIONS 1. Bark Chips Loose bark or outer layer of a log and branch that has been chopped into smaller pieces.

DEFINITIONS 2. Saw Dust and Wood Chips Wood that has been sawn, chipped to form wood pieces that are either no larger than 15mm in length and 10mm in cross-section, or no greater than 3 mm in cross-section if longer than 15mm.

DEFINITIONS 3. Logs Tree trunk where the branches has been removed but remained unsawn (unprocessed) with a minimum diameter of 6 inches (15.2 cm) and a minimum length of 4 feet (1.22 m).

4. Lumber/Sawn timber/Pieces of logs DEFINITIONS 4. Lumber/Sawn timber/Pieces of logs Pieces of logs or wood product manufactured from logs by sawing and/or second sawing with minimum 2 sides of the log surface being sawned such as sawn timber.

5. Loose Wood Packaging Materials DEFINITIONS 5. Loose Wood Packaging Materials Product from sawing wood, wood shaving, in small, thin, bent shapes, such as excelsiors, wood shavings, sawdust.

DEFINITIONS 6. Wood Mulch Materials such as wood chips, straw, sawdust and shredded leaves which is used to be spreaded on the soil surface to protect the soil and plant roots from the effects of rain, soil crusting and evaporation.

7. Wood Packaging Material (WPM) DEFINITIONS 7. Wood Packaging Material (WPM) Raw wood used as packaging material to carry any consignment (including consignments which would not normally be the target of phytosanitary inspection) in international trade. Includes wood products used in supporting, protecting or carrying a commodity such as pallets, dunnage, crates, packing blocks, drums, case, spools and skids.

Symptoms of Forest trees Infested by Fusarium circinatum (Pine Pitch Canker) The symptoms of the disease are branch die-back, stem cankers, copious pitch formation, and mortality. The usual first signs are yellowing of the needles and wilting and dieback of the branch tips. The needles eventually turn red and drop from the tree.

Import Requirements for research purposes are: i. Import Permit ii. Phytosanitary Certificate Phytosanitary Requirements: a. All logs MUST be debarked b. free from soil c. Treatment: – 1. Dipping in Boric acid (borax at 30% w/w) for 4 continuous hours Or 2. Fumigation with Methyl Bromide at 120 gm/m3 for 24 continuous hours, at a minimum temperature of 21oC (only for non-KD wood) 3. Pressure Impregnated/ dipping/ fumigation with insecticide d. Consignment can only be released for inspection after 30 days from the date of export e. Inspection on arrival at point of entry Importation NOT allowed, except with: 2. Fumigation with Methyl Bromide at 80 gm/m3 for 24 continuous hours, at a minimum temperature of 21oC (only for non-KD wood) d. Inspection on arrival at point of entry 2. Countries Other than 1 Option 1 Fumigation with Methyl Bromide at 120 gm/m3 for 24 continuous hours, at a minimum temperature of 21oC (only allowed for research) Fumigation with Methyl Bromide at 48 gm/m3 for 24 continuous hours, at a minimum temperature of 21oC or Phosphine at 4g/m3 for 120 continuous hours, at a minimum temperature of 21oC. Option 2 Heat treatment for more than 4 hours at minimum continuous core temperature of 70oC The consignments must be treated no more than 14 days before export to Malaysia, failing which, it shall be deemed as untreated.

Other Requirement for Sawdust, Wood Chips, Wood Shavings and Wood Wool from Rubber Wood or Other Type of Wood 1. Countries endemic to SALB 2. Countries Other than 1 Other Requirements: In exporting country, each commercial consignment (bulk/small packaging) must be: i. Free from bark ii. Free from pests iii. Shipped in lots of no more than 2 cu meters in volume and packed in clear plastic wrapping (if in bulk) iv. Packed and shipped in a manner that prevents infestation and/or contamination by pests. DOA considers the following as examples of appropriate packaging; plastic wrapping, 6 sided boxing and in a closed shipping container. v. Relatively free of organic or non-organic extraneous material (e.g leaves, soil, plastic, rubbish). DOA considers a contamination rate of 0.01% w/w extraneous material is acceptable

Procedure for Issue of Phytosanitary Certificate (PC) PC is issued by the Plant Quarantine to certify that the consignment to be exported is free from pest or disease and that treatment has been performed on the consignment to meet the requirements of the phytosanitary regulations of the importing country . Therefore, if treatment has not been carried out, the column in the PC for treatment shall be inserted with typed XXXXX markings instead of being left blank.
