Legal framework was described based on: Water Law Act from the 18th. Jul Ordinance of the Ministry from the 11th. Feb regarding terms and procedures of melioration fees specification and exaction Expert interviews

Legal rules - examples The maintenance of all kinds of detailed land reclamation (DLR) is the obligation of land owners or a relevant Water Partnership. IF this obligation is not performed, THEN relevant administration unit, trough official decision determines the scope and deadlines of activities to be done, in proportion to the benefits of given landowners. IF the construction of DLR is properly organised and conducted with proper technologies, THEN the owner of the land, on which this DLR is built, is not entitled to any compensation for either loss of land or damage to the crops.

Field research

Research questions 1.What rules guide landowners’ decisions regarding land use and land reclamation maintenance? 2.What are the selected characteristics of social networks? 3.What are the stakeholders’ perceptions of both land use and social changes in the past? 4.What are the stakeholders’ visions of future scenarios regarding rural areas in our study area?

Respondents Following decisions made at the Wroclaw meeting in September 2005, we have chosen landowners owing the land along Kwiatkowicki and Rogowski Canals. Based on land evidence we identified 32 private landowners and 4 organisational landowners.

Summary We managed to conduct 15 interviews. 5 persons refused to give an interview 15 persons were not available, including: - 5 persons moved to other localities and their current addresses in land evidence are not up-to-date, - 5 persons live in different other localities from the beginning, but we decided not to contact them due to costs and time, - 3 houses were empty all the time, - 1 person is in the old people's home - 1 person died recently

How to improve the questionnaire? Add a question „Who makes main decisions about farming in the household?” Add a question about family in the village.

Further reasearch More (5-10) interviews with experts (key- informants) will be done. The results of interviews with farmers will be consulted with experts, as a form of validation (in fact it is being done currently). Next wave of field research can be done in spring, but…
