LOG 206 Intermediate Systems Sustainment Management Presented by Michael “Bo” Gourley Performance Learning Director, Sustainment 2 November 2007

Intermediate Systems Sustainment Management LOG 206 Intermediate Systems Sustainment Management Logistics FIPT concurred in principle and fully supported the requirement for a follow-on series of Sustainment courses: LOG 206 on-line course LOG 207 one-week (4-day) classroom course Resourcing was an issue; had not been funded Sponsor for several CLMs (DMSMS, Obsoloscence, CPI, Tech Insertion) was simultaneously encouraging a new emphasis on these topics within DAU certification courses Sponsor has provided initial “seed money” for LOG 206 Intermediate Systems Sustainment Management

Intermediate Systems Sustainment Management LOG 206 Intermediate Systems Sustainment Management Very important follow-on course to LOG 102, System Sustainment Management Fundamentals Will lead into the future LOG 207 classroom course! Addresses current requirements DODI 5000.2 Sustainment factors DUSD(L&MR) System Sustainment Metrics Expertise Locator Sustainment Criteria based on Career Field Competencies Course to be built incrementally Phase I: Predominately content re-use Very little new content development; “data mining” effort Apply the “SCO” concept to the degree practical Apply the “repurpose” concept Not yet a DAWIA certification course At a minimum, expands/introduces the broadest range of “Sustainment” topics Phase II: New content development Add more “meat” across the board Intermediate Systems Sustainment Management

Even then, this is true only if the Warfighter has an understanding of the Acquisition Process at all! Really, this view depicts a notional true chronological depiction of the amount of time each phase lasts with a system’s life cycle.

from the Warfighter’s & Sustainer’s perspective System Lifecycle View from the Warfighter’s & Sustainer’s perspective OPERATIONS & SUPPORT SUSTAINMENT ACQUISITION So in reality, it could be said that the first four phases of the chart truly represent the Acquisition stages of a system’s life cycle. Perhaps the Wall Chart doesn’t adequately represent “Life Cycle” management at all, given that a system’s Program Manager is now truly responsible for the whole life cycle management of the system – and given that most of a system’s costs and the actual length of time associated with a system’s total life occurs in the Operations and Support phase. This more accurately represents a system’s life cycle view. Therefore, the importance of a system’s Sustainment cannot be overemphasized.

from the Warfighter’s & Sustainer’s perspective System Lifecycle View from the Warfighter’s & Sustainer’s perspective Production & Deployment OPERATIONS & SUPPORT SUSTAINMENT ACQUISITION Some sustainment activities also commence prior to the formal declaration of the Operations and Support phase certainly beginning in the Production and Deployment phase . . .

SUSTAINMENT HEMTT – 44 years OPERATIONS & SUPPORT ACQUISITION For some systems, the period of time that Sustainment is required dramatically changes our view and understanding of a System’s life cycle. Once again, this view highlights the magnitude of the sustainment effort in support of a system that has been through formal acquisition. This slide shows the expected system life of the Heavy Expanded Mobility Tactical Truck (HEMTT) that was created to provide transport capability in the re-supply of combat vehicles and weapons systems. Currently, it is expected that the HEMTT will need to be suported – sustained – for 44 years! SUSTAINMENT ACQUISITION

SUSTAINMENT F15 – 51 years OPERATIONS & SUPPORT ACQUISITION The F-15 will have needs sustainment support for 51 years. SUSTAINMENT ACQUISITION

SUSTAINMENT B-52 – 94 years! OPERATIONS & SUPPORT ACQUISITION …and the B-52 for 94 years! SUSTAINMENT ACQUISITION
