Adopted on August 8, 2014, FCC requires: Text providers be capable of supporting text-to service by December 31, Text providers have six months from the date of a PSAP’s request to implement text-to FCC Second Report and Order (FCC )

Please assist us with providing the general public current text-to information. When service has been requested or activated, we ask that you notify the office by: Submitting a Status Change Notification form. If someone attempts to send a text to where the service is not available, FCC rules require that all wireless carriers and other text messaging providers send an automatic bounce-back message. Bounce-Back Messages

1.Complete the FCC’s Public Safety Answering Point (PSAP) Text-to Registration Form the completed form to: Registering for the centralized database: Notifies all covered carriers that the PSAP is text-ready. On December 30, 2014, PEMA issued a text-to “Request for Service” kit. The kit provides PSAPs with an alternative method for requesting text-to service from the four major wireless carriers. Regional Shared Services Assessment Progress Review 18 assessments have been received and approved. 21 assessments are under review. Please Remember: PEMA will disburse the remaining 50% of the approved funds when an assessment is completed and the minimum requirements were met. Capital equipment purchase approvals rely on approved Regional Shared Services Assessments.

Assessment Regions to Date

Background: Technology transitions are changing the way calls to are processed and completed across America. The process of routing and completing a single call may now often involves multiple companies, operating different parts of the call chain, located in different states, all of whom are potentially thousands of miles away from where the actual call is Placed. Reasons for the Proposed Rules: Recent outage trends have revealed new reliability challenges due to geographic consolidation of network infrastructure and an increasing reliance on software-based network components to process and route calls on a regional or national scale. Furthermore, an increasing number of service providers subcontract with third party vendors for call routing and other technical capabilities that are essential to call completion. Source: FCC FCC

To ensure the integrity of these critical networks in transition, the FCC proposes and seeks comment on the following rules: Expand reliability certification rules to cover additional entities and network reliability practices that are vital to call completion; Require public notification for major changes in multi-state networks and services, and Commission approval for discontinuance of existing services; Require entities seeking to provide new capabilities to certify as to their technical and operational capability to provide reliable service; and Designate certain service providers to be primarily responsible for situational awareness and coordination with other service providers in the event of a outage. No changes were made to the funding application for SFY Funding applications are due no later than 2400 hours, March 3, Final determinations will be provided to the PSAPs on May 29, Funding Application

Funding decisions are based on the program eligibility list. For each line item, please ensure a detailed description and sufficient supporting documentation are provided to assist PEMA with justifying eligibility for wireless funding. Supporting documentation submitted must be vendor quotes, contracts or leases. Internally-prepared spreadsheets or other documents are not acceptable Funding Application Guidance

Eligibility Guidance Local Exchange Carrier (LEC): LEC costs will only be funded at 100% if they are strictly for Wireless as noted in detailed supporting documentation. If LEC costs cannot be clearly identified as strictly Wireless costs, they will be funded as shared costs. All other eligible LEC and Telephony costs (including long distance costs) will be funded as shared costs and should be applied for under the “Shared Monthly Recurring Costs” section.

Eligibility Guidance Professional services: – Deliverables and compensation must be clearly stated. – Deliverables should be detailed enough to support eligibility for wireless funding. – If you are applying for procurement or installation services, please provide the related project or equipment purchase.

Eligibility Guidance Capital Equipment: Purchase approvals will only be granted for CPE, CAD, integrated radio consoles and logger recorders after the Regional Shared Services Assessment has been received and approved by the Agency by March 3, – The exception to this is if the PSAP’s ability to provide service to the citizens of the Commonwealth may be in jeopardy. (I.e. system failures, equipment at the end of it’s useful life, etc.) – In these instances, the PSAP must provide adequate supporting documentation that allows the Agency to perform a comprehensive review to determine need and eligibility.

Reallocation Procedures A reallocation request is required when any of the following conditions are met: 1.To use unspent funds from a prior year(s). 2.To use interest earned on wireless funds. 3.To fund items whose eligibility has not been determined by PEMA. Note: – Please ensure reallocation requests are submitted as required. – A PSAP assumes the risk of not being able to use Wireless funding for an item purchased whose eligibility has not been determined by PEMA during the review of a funding application or reallocation request.
