The Mid-Atlantic Aviation Partnership (MAAP) The Virginia/New Jersey/Maryland UAS Test Site 6 May 2013

UAS Test Site 4/13/2017 The FAA Modernization and Reform Act of 2012 required the FAA to establish a program to integrate UAS into the NAS at six Test Ranges. Awards were announced Dec 30, 2013 to: University of Alaska State of Nevada Griffiss International Airport (Rome, NY) North Dakota Department of Commerce Texas A&M University—Corpus Christi Virginia Polytechnic Institute and State University (Virginia Tech) We boast a team with an impressive research, development, test and evaluation experience and a vast network of connections ready to implement the integration of UAS into the NAS.

Our Team Awarded the FAA UAS Test Site OTA through Virginia Tech 4/13/2017 Awarded the FAA UAS Test Site OTA through Virginia Tech Led by Virginia Tech, Rutgers and University of Maryland Includes Academia, Government, Industry, Economic Development Agencies and Non-Profit Organizations Specific Team strengths: Three top 50 research universities Companies w/ experience in UAS development, manufacture, operation and testing Existing relationships to federal UAS R&D centers William J. Our Mission 4/13/2017 The safe and efficient integration of Unmanned Aircraft Systems (UAS) into our National Airspace System Despite the challenges, we see tremendous utility for UA in civil applications to include agriculture, public safety, law enforcement, and, eventually transportation. We want the US to be in the forefront of the UAS industry and for US companies and citizens to benefit from Our team has, from day one, focused on the question of how we can do this safely…we know that this is a technical, policy and social challenge but we have a clear vision of how we can move forward while: Ensuring the safety of the public and Respecting the privacy of individuals

Our Ranges 4/13/2017 Early flight testing to occur in areas and with flight plans designed to manage risk. With demonstrated performance, testing will gradually increase in complexity. Long-term airspace analysis is in progress Centered around restricted airspace at the Warren Grove Range in New Jersey, and Dahlgren, Wallops and Fort Pickett in Virginia. Our intent is to conduct all our high risk flying in the restricted areas. Early flights will be of short duration, low and slow. As we gain confidence in the systems under test and our own processes we will conduct longer, higher and faster flights, potentially culminating in extremely long, high and fast flights in the huge area available in the warning areas of the Atlantic. The advantage of the four ranges within the Test Site are that it affords us tremendous flexibility of scheduling and capacity. As we gain experience (and staff) we feel confident that our ranges will be able to support up to 20 simultaneous flight operations. Airspace development ongoing: Maximize safety/Manage risk Support Agricultural applications Utility applications Emergency Response applications Proximity to R and D centers Leverage commercial use opportunity

Customers Federal agencies University and other researchers Sensor/payload providers* UAS manufacturers* Operators/users* *Market dependent on pathway to certification

Challenges Stiff competition Complex competition/collaboration environment Business case Short term—customers? Long term—sustainable funding model

High Priority Activities Hire a “rainmaker” ED Fly early and often Find our niche Assemble core staff Get the following in place Standard Operating Procedures Test Site COA Procure required equipment Market Aggressively Ensure team members are seeing benefit

4/13/2017 Questions? As we develop an enduring, responsive and flexible organization to achieve the goal of SAFE integration of UAS into the NAS, we recognize that large teams can be a bit unwieldy. We have developed an initial organization that will permit us to decisively respond to the opportunities that we encounter as we set up this exciting new organization. The Board of Trustees will consist of seven members that will represent the two states, academic institutions, and business interests from each state. The Interim executive director will be responsible for standing up the working groups; developing the charter, strategic plan, business plan and communications plan; for reaching out to team members and other interested entities; and for leading the effort to select a permanent executive director.
