An Update on the 2014 Legislative Session 1 Assemblymember Holden represents the 41st Assembly District which stretches across two counties and includes the communities of Altadena, Pasadena, South Pasadena, Sierra Madre, Monrovia, San Dimas, La Verne, Claremont, Upland, San Antonio Heights, Mt. Baldy and Alta Loma.

Budget and Economy Recovered jobs lost during the great recession, and unemployment at its lowest level since July Fourth straight on-time budget, and third with a surplus. $2.7 billion increase in education funding. Proposition 2 on the November ballot imposes fiscal discipline on the legislature by establishing a rainy day fund. 2 2

2014 Legislation - Providing Solutions AB 1147 (1747) Massage Businesses: gives local governments more control over regulating massage businesses in their cities and helps cities weed out bad actors. 5 Monrovia HS Robotics Team For Our Cities SB 628 (Beall and Wolk) Enhanced Infrastructure Financing Districts: Expands Infrastructure Financing Districts (IFDs) to fund development and infrastructure. AB 294 (2013) encouraged local governments to partner with the state on critical infrastructure projects using IFDs as a post RDA tool.

2014 Legislation - Providing Solutions 6 For Our Businesses AB 1566 Kitchen Grease Theft gives law enforcement stronger tools to combat the growing problem of kitchen grease theft. Since kitchen grease became an essential part of biofuel, it has become a target for grease thieves. an Small Business of the Year Nominee, Perry’s Joint, Pasadena For Our Public Safety SB 955 Human Trafficking – principal co-author, adds human trafficking to the list of crimes for which a judge may order interception of wire or electronic communications (wiretapping). For the Environment AB 1767 Protecting Conservancy Lands: Increases fines for dumping and vandalism on Santa Monica Mountains Conservancy (SMMC) lands. Increased fine revenue will help offset SMMC’s current deficit for repairs and maintenance.

2014 Legislation – Recognizing Our Heroes & History AJR 33 - calls on Department of Defense to “set the record straight” by adding the names of 74 sailors from the U.S.S. Frank E. Evans to the Vietnam Veterans Memorial in Washington. 7
