Proposed Revisions to Section 5 (Review & Evaluation of Faculty Performance) of the Faculty Handbook Spring, T&P Oversight Committee Office of Provost & VP for Academic Affairs

Introduction Line : Revisions to dept. and college guidelines approved by faculty in dept. or college (as appropriate), dept. chair (dept. guidelines), college T&P committee, dean, and provost.

Overview of Faculty Responsibilities Lines : What constitutes appropriate activities in four perf. areas defined by dept. guidelines; these standards must be honored by all levels of review for T&P process.

Tenure/Promotion Lines : Doctorate or equivalent required for tenure. Lines : Promotion requires minimum years “in rank” not service at KSU. Lines : Strong justification needed for “early promotion,” and faculty member should seek guidance from chair, dean and provost.

Post Tenure Review Lines : Faculty up for PTR submit Binder 1; reviewers may request additional documentation. Lines : Three or > positive annual evaluations are necessary but not sufficient for “meeting expectations” decision; PTR considers peer and administrator perspectives.

General Expectations for Professor Rank Lines : Doctorate or equivalent required for promotion to professor.

General Expectations for Lecturer/Sr. Lecturer Lines : Schedule for notice of non-reappointment to be given to lecturers/sr. lecturers that their contracts will not be renewed. Lines : Annual review schedule for lecturer/sr. lecturer; process for reappointment of lecturer/sr. lecturer. Lines : Lecturers must apply for promotion to Senior Lecturer after 5 consecutive years of service or be terminated; exceptional cases that lecturer is reappointed as lecturer after six years of consecutive service. Initial hiring at sr. lecturer level is reserved for extensive experience. Criteria for promotion of lecturer is highly effective teaching ability.

Lecturer/Sr. Lecturer (con’t) Lines : For promotion for lecturer, committee structure used for promotion for tenure-track faculty will be used. Portfolio consists of Binder 1 (only teaching and service) plus teaching evaluations as specified by departments. Lines : Univ.-wide committee provides a recommendation when a sr. lecturer/lecturer with six or > years receives a non-reappointment letter and there is a request for a review of the decision; univ. wide committee can’t make recommendation reversing non- reappointment notice that is a result of unit’s budgetary losses; president, in consultation with provost, makes final decision.

Committee Structure & Process Lines : For dept. T&P committees, members elected outside of dept. should come from the same or closely-related disciplines or be familiar with candidate’s area of expertise; there is no same college requirement. Line : Reviewers’ deliberations based on whether candidate has met standards based on dept. guidelines in light of evidence in portfolio and reviewers’ first-hand personal observations. Lines : For administrative faculty, review committees and administrators send their recommendation letters to both the administrative supervisor and academic supervisor.

Post-Tenure Review Process Lines : Faculty up for PTR submit Binder 1.

Queries about Process & Ethical Violation Lines : Violations of process (e.g., late letters, committee not elected according to guidelines, etc.) should be reported to the provost as well as all levels of review; in these cases, the college committee makes a recommendation to the provost of an appropriate course of action. Potential ethical indiscretions during T&P process directed to provost.

Contents of Binder 2 Lines : The following materials may be included in the section, Research and Creativity: –Title pages & abstracts from professional journals or full articles –Title pages & table of contents from books or the full books
