Deputy Vice-Chancellor (Students & Education) Open Educational Resources Professor David Sadler DVC (Students and Education) UTAS July 2012

Vice-Chancellor’s Office Outline Definitions (at risk of “dumbing down”) Aims for the NZ trip (Otago and Massey) Reflections on experiences with OERs –UK (policy and subject levels) –Australia (institutional and ?policy levels) OERs at UTAS: strategy and approaches Lessons and reflections on change strategies in inter and intra institutional contexts: ways forward? Q & A

Vice-Chancellor’s Office Aims for NZ trip –Listen and find out more about practice and plans in NZ; –Act as OER advocate and champion –Explore lessons learned and questions of effective change –Looking forward: UTAS plans and potential partners ascilite Wellington November 2012?

Vice-Chancellor’s Office Definitions HEA: a wide range of existing high quality higher education resources freely available, easily discovered online and routinely re-used and repurposed by both educators and learners worldwide. William and Flora Hewlett Foundation: OERs are teaching, learning and research resources that reside in the public domain or have been released under an intellectual property licence that permits their free use or re-purposing by others. OERs include full courses, course materials, modules, textbooks, streaming videos, tests, software, and any other tools….

Vice-Chancellor’s Office OER UK Programme (HEA/JISC) Phase 1: 3 strands (individual, subject and institutional) Phase 2: release, re-use and discovery Phase 3: embedding and sustaining change Convincing the funders of benefits: “Quality” of teaching and learning Institutional efficiencies Marketing UK global position in digital age NB also Collaborate to Compete (2011) and other global challenges (MIT/Harvard; Obama etc)

Vice-Chancellor’s Office The Subject Strand – – s/oerhttp:// s/oer –

Vice-Chancellor’s Office Some real benefits 1.“most effective way” of modernising pedagogy through technology 2.Institutional Capacity building: Institutional policies and procedures, local repositories brought into digital age. Demystifying IP and CC vital 3.Capacity building: subject/interdisciplinary subjects Availability of support and infrastructure (JISC legal; HEA support team; Jorum etc) - RIPRSupport/ RIPRSupport/ 5. Real engagement and subject level communities of practice (sustainability beyond funding) 6. Institutional advantage 7. Lessons learned through doing and evaluation

Vice-Chancellor’s Office Issues learnt Different approaches tried across strands CC licensing and release to repository is achievable for most L&T content in most HEIs Sustainability is key through institutional practice and policies (IP/Reward/ Repository) AND subject communities Support for curric development and innovation/ team working across professional/academic boundaries Institutional awareness of content? Risk averse culture Release and Discovery remains challenge (multi- functional blogs, wikis, RSS feeds Third party rights makes preparation of materials for open release more time consuming – design of materials at outset for release? Take down policies and also meta-data

Vice-Chancellor’s Office OERs at UTAS Strategy –Open To Talent. New 5yr Strategic Plan –L&T Strategic Plan 2012 –Technology Enhanced L&T Plan –ADAPT ALTC project CoP change process National strategy and partnerships –Curriculum Review breadth units (Carpe Diem w/shops) Actions –New D2L LMS and D2L Open objects repository and associated LMS: agnostic to other systems (Mahara etc) –IP Policy (Governance and Legal) –Wikis and blogs –Toolkits –Copyright staffing –Cleansing processes

Vice-Chancellor’s Office ALTC Project 2011 Adaptations: A dislocated community growing new area (units, courses) Sub-component of e.g. English, Film and TV Studies, Communication, Cultural Studies, Theatre etc which provide one set of boundaries no single model of organisation across institutions provides another; few commonly pedagogic principles Multidisciplinary “community” Expanded object of study: lit/film; film/film, novelizations, rewrites of classics, graphic novels, video games Word/image; sound; costume, cinematography, production, star discourse, publishing: rich vein of materials!

Vice-Chancellor’s Office ALTC Project Partners: UTAS lead UQ, UWA and Monash Monash lead peer reviewer Reference Group and Evaluation drawn from Australian Creative Commons experts; HumBox ; Sharon Waller (formerly UK HEA OER Senior Adviser); Gilly Salmon (PVC Swinburne, formerly OER lead at Leic Univ and on OER Strategic Advisory Committee)

Vice-Chancellor’s Office ALTC Project: Outputs Toolkit Teaching Adaptations website – HumBox linkage (thousands of resources) Repository Symposium (4-5 February 2013) And a CoP!

Vice-Chancellor’s Office ALTC Project: Benefits Lasting resource that opens to wider community Issues of copyright; CC licences; third party materials; technical linkage to repository; Institutional strategies including MoUs addressed in this project (UTAS lead) Enhancement of teaching materials and possible collaboration Showcasing of work Prospective students given clearer sense of nature of study News ways of addressing needs of dispersed students Spur to Australian development in OER
